Car Parking at County Hall
A new policy governing car parking at County Hall is scheduled for discussion. The proposed policy aims to manage the limited parking resource by restricting access to operational needs, Blue Badge holders, and those with short-term health or accessibility requirements. Parking will not be provided for general commuting convenience or personal preference. The policy supports the council's strategic priorities of climate action and promoting sustainable travel.
Oxfordshire Micromobility Scheme Contract
A key decision is required regarding a new concession contract for a micromobility scheme, which would include e-scooters and e-bikes. This scheme is intended to cover central Oxfordshire, including areas like Oxford, Botley, and Kidlington, with trials also planned for e-bikes in the Science Vale area and Bicester. The contract aims to expand vehicle fleet size and operating areas, offering an affordable alternative to private car use and supporting the council's objectives for mode shift, climate action, and public health. A stronger emphasis will be placed on the management of parking for these vehicles, with mandatory parking locations and data-led monitoring to address issues such as poor parking and rider behaviour.
Traffic Calming and Speed Limit Changes
Several proposals for traffic calming and speed limit changes are set to be discussed:
Culham: A415 Abingdon Road
Proposals for new traffic features on and adjacent to the A415 Abingdon Road in Culham are scheduled for consideration. These include a new 'Toucan' crossing, a 'Side Road Entry Treatment' (SRET) traffic calming feature at the junction with Thame Lane, and the conversion of a section of footway on Tollgate Road into a shared use foot and cycleway. These measures align with the council's priorities to address the climate emergency, tackle inequalities, promote health and wellbeing, and invest in a sustainable transport network.
Oxford: Eastern Bypass Road
The implementation of a proposed ramp for footway and cycleway priority over Gate 5 access, associated with a planning condition for the BMW Mini Plant development, is scheduled for discussion. This involves the construction of a new 'Side Road Entry Treatment' (SRET) traffic calming feature with a shared-use foot and cycleway.
Shrivenham: Townsend Road
The construction of three pairs of speed cushion traffic calming features on Townsend Road in Shrivenham is proposed. These measures are intended to reduce speeds in the vicinity of a new development and will be accompanied by improved signage and road markings, including 'Dragon's Teeth' and a Speed Indicator Device (SID).
Banbury: Station Approach Road
The use of Automatic Number Plate Recognition (ANPR) cameras to enforce the Bus Gate/Lane on Station Approach Road (North) in Banbury is scheduled for approval. This is part of the wider 'Access to Banbury Train Station' project and aims to ensure that only authorised vehicles use the bus gate, supporting public transport and active travel.
Witney: A40 Witney Bypass
Proposed changes to speed limits, 'No Entry' restrictions, and 'Clearway' restrictions associated with junction improvements on the A40 are to be discussed. These include new 60mph speed limits on the bypass and slip roads, 40mph limits on adjoining roads, a 'No Entry' restriction at the junction of the A40 Eastbound off-slip and B4022 Oxford Hill, and 'Clearway' restrictions on new slip roads. These measures are intended to improve access to Witney, reduce congestion in the town centre, and enhance walking and cycling connections.
Headington Market, Oxford
Amendments to parking restrictions around Headington Market are scheduled for approval. These include proposals to create dual-use bays in Kennett Road, London Road, and New High Street, allowing market traders to use them on Saturdays. Additionally, a shared-use parking bay in Gladstone Road is proposed to be removed and replaced with 'No Waiting At Any Time' restrictions to accommodate a new dropped kerb. These changes aim to support the Headington Market and ensure safe access.
Oxford Science Park Primary Substation, Grenoble Road
The introduction of new 'No Waiting at Any Time' parking restrictions (Double Yellow Lines) on the eastern side of Grenoble Road at Greater Leys is proposed. This is to ensure the required visibility splay for two new access junctions onto the southbound carriageway, associated with the development of the Oxford Science Park.
Botley: Westminster Way Area
Proposals for new parking measures in the Westminster Way area of Botley are to be discussed. These include approving the introduction of double yellow lines on several roads and deferring the introduction of 'Residents permit parking places only' areas. The introduction of cycle parking on West Way is also proposed. These measures aim to manage parking demand, improve road safety, and support the vitality of local businesses and resident parking.
Shrivenham: Proposed Parking Amendments
Amendments to parking restrictions in Shrivenham are scheduled for approval. These include introducing 'No Waiting at Any Time' restrictions on several roads, relocating a Disabled Persons Parking Place, and introducing a new motorcycle parking bay. Additionally, properties on High Street are proposed to be included in the list of dwellings eligible for residents and visitor parking permits. These changes aim to address concerns about commuter parking and improve road safety.
Didcot: Broadway
The introduction of new 'No Waiting at Any Time' parking restrictions (Double Yellow Lines) on the northern side of Broadway in Didcot is proposed. This is to ensure the required visibility splay for a new access junction onto the carriageway, associated with commercial development at Nos. 60-68 Broadway.
Oxford: Various CPZs
Amendments to parking permit eligibility and Traffic Regulation Order (TRO) administrative matters are scheduled for approval across various Controlled Parking Zones (CPZs) in Oxford. These include excluding certain properties from eligibility for resident and visitor permits due to new residential developments or administrative corrections, and confirming eligibility for a property in North Oxford.
Brize Norton and Carterton: Proposed 30mph Speed Limit
A proposal to reduce the speed limit from 40mph to 30mph on B4477 Monahan Way, Carterton Road, and Norton Way is to be discussed. This change is intended to improve road safety, particularly in light of approved housing development in the area.
Kidlington: Langford Lane
The extension of the existing 30mph speed limit on Langford Lane in Kidlington is proposed. This change is linked to the development of land adjacent to the road and aims to improve road safety for pedestrians and cyclists, as recommended by a Road Safety Audit.
Compton Beauchamp: Proposed 20mph Speed Limit
The introduction of a 20mph speed limit within Compton Beauchamp is scheduled for approval. This proposal stems from a request by the Parish Council and aligns with the council's Vision Zero strategy to create safer environments and promote active travel.
Hardwick Hill, Banbury: Proposed 20mph Speed Limit
The introduction of a 20mph speed limit within the Hardwick Hill residential development in Banbury is proposed. This measure is intended to improve road safety, aligning with the council's Vision Zero strategy and its commitment to creating safer streets and encouraging active travel.
Fordwells and Asthall Leigh: Proposed 20mph Speed Limit
Proposals to introduce a 20mph speed limit within Fordwells and extend an existing 20mph limit in Asthall Leigh are scheduled for discussion. These changes are being put forward for road safety reasons, following a request from the Parish Council, and aim to create safer environments for pedestrians and cyclists.
The meeting will also include items for declarations of interest, petitions and public address, and questions from County Councillors. The minutes of the previous meeting will also be confirmed if there are no discussions required.
