The proposed development includes associated landscaping, public realm improvements, and amended site access points.

The application was recommended for approval by planning officers, who highlighted that the new building would provide a much-needed permanent, high-quality facility for the established community use of the gardens. The design was praised for its quality, sustainability features, and accessibility.

During the discussion, Councillor Clare Jeapes asked about the process for maximising biodiversity net gain[^1] on the constrained site. Euan Cheyne, a Planning Officer, explained that while all on-site options had been explored, a slight deficit remained, necessitating the purchase of off-site credits, which would be secured by condition.

Anna Portch, Manager at Sunnyside Community Gardens, spoke in support of the application, detailing the long history of volunteer work and the importance of the gardens as a third space for the local community. She emphasised the need for a modern, accessible building to support their growing volunteer numbers and therapeutic horticulture programmes. She also highlighted that planning permission was crucial for securing the necessary capital grants to fund the construction.

Councillor Sheridan Kates raised questions about the design, specifically regarding the use of mesh panels and roller shutters for windows and the roof. Oliver Cooke, one of the architects, explained the balance between security, light, and ease of use, detailing how different types of shading and security measures would be implemented. Councillor Kates then asked officers if a condition could be added to ensure flexibility in specifying internal roller blinds for shading, which was agreed upon and incorporated into Condition 3 of the planning permission.

Councillor Jeapes also inquired about the demolition timeline and how volunteers would be supported during the construction period. The applicant's team explained that the existing port-a-cabin and toilet block would be retained for as long as possible, supplemented by a temporary greenhouse on an adjacent site. They estimated a construction period of approximately one year, with initial months focused on enabling works and demolition.

The committee unanimously voted to approve the application, subject to the conditions outlined in the report, including an amendment to Condition 3 regarding window treatments. The meeting concluded with Councillor Toby North, Chair of the Planning Sub Committee B, declaring the meeting closed.
