Open Council Network is an independent organisation. We report on Enfield and are not the council. About us
The Councillor Conduct Committee of Enfield Council met on Thursday 10 September 2026. The primary item on the agenda was a review of a decision made by the Monitoring Officer concerning complaints about videos posted by Councillor Ergin Erbil. The committee was also scheduled to note dates for future meetings.
Review of a Monitoring Officer Decision
The committee was scheduled to consider two requests to review determinations made by the Monitoring Officer in June 2026. These determinations related to complaints submitted by Mr Linnane and Mr Burn concerning videos posted by Councillor Ergin Erbil1 regarding proposals to build housing on the site of Crews Hill Golf Club2.
The report pack indicated that the Monitoring Officer had concluded that Councillor Erbil had not breached the Code of Conduct in relation to these complaints. The Investigator, Tom Devonshire, had also concluded that Councillor Erbil did not intend to mislead or misstate facts. The Independent Person, Gary Rogers, supported these conclusions.
Mr Linnane's request for review alleged that the Monitoring Officer failed to meet complaint resolution targets and that there were factual errors in Councillor Erbil's statements. He also raised concerns about the conflation of intent with impact and the standard of accuracy expected from a councillor in a senior position.
Mr Burn's request for review raised several grounds, including allegations of incorrect application of the Independent Person Protocol, failure to seek resolution or mediation, delays in complaint handling, and a lack of thoroughness in the investigation. He also alleged inconsistent reasoning and evidential flaws in the outcome report.
The report pack detailed the Member Code of Conduct, outlining general principles such as selflessness, integrity, objectivity, accountability, openness, honesty, leadership, respect for others, duty to uphold the law, and stewardship. It also detailed rules of conduct regarding behaviour, use of resources, and decision-making.
The committee was presented with the Monitoring Officer's recommendations to uphold the original decisions that there had been no breach of the Code of Conduct in respect of both complaints.
