Open Council Network is an independent organisation. We report on Greenwich and are not the council. About us
The Transport and Place Scrutiny Panel was scheduled to receive updates on Transport for London's role in the borough and the Council's transport priorities. The panel was also set to review forthcoming reports and consider the scope of future discussions.
Transport for London (TfL) Update
The panel was scheduled to receive an update on how Transport for London (TfL) supports transport outcomes within the borough. This included information on TfL's key priorities, its performance, and how it works in partnership with the Council.
Cabinet Member Update: Transport Priorities and Work Programme Overview
Councillor Calum O'Byrne Mulligan, Cabinet Member for Transport, Climate Change, Waste and Streets, was scheduled to provide an update on the Council's transport priorities and the delivery of its strategic transport programme. This report outlined the Council's adopted Transport Strategy from October 2022, which aims to improve street safety and accessibility, encourage healthy lifestyles, reduce car dependency, improve air quality, promote electric vehicles, and support growth by enhancing access to jobs and services. The strategy aligns with the Mayor of London's Transport Strategy and the Council's Local Implementation Plan (LIP). The report detailed various completed and ongoing transport projects, including road safety improvements, cycle infrastructure development, and public realm enhancements. It also listed planned transportation work for 2026/27, encompassing local safety schemes, accessibility improvements, healthy walking routes, cycleway development, bus priority measures, and the expansion of electric vehicle charging infrastructure.
Commissioning of Future Reports
The panel was scheduled to review items planned for its meeting on 12 November 2026. This included a Cabinet Member update on Regeneration Priorities and Work Programme Overview, and an assessment of the Place Capital Programme Delivery and Oversight. The panel was invited to specify any particular information or detailed requirements it wished to be included in these forthcoming reports.
Declarations of Interest
Members of the panel were reminded of the requirement to declare any personal and financial interests in items on the agenda. The report pack provided guidance on personal interests, which affect the member or a related person or body more than a majority of those in the ward, and financial interests, which relate to or are likely to affect a member's financial position or that of a related person. Members were informed that they must declare the existence and nature of any interest at the start of the meeting or when it becomes apparent, and that specific rules apply to participation in discussions and voting depending on the type of interest declared. The report also listed the outside bodies, joint committees, and school governing bodies to which councillors had been appointed.
Minutes of Previous Meeting
The panel was scheduled to confirm the accuracy of the minutes from its previous meeting held on 25 February 2026. The report pack included the minutes from this earlier meeting, which detailed discussions on updates from Govia Thameslink Railway and Southeastern Railway regarding service performance, accessibility, and investment programmes. The minutes also recorded resolutions made by the panel, including noting presentations from the rail operators and supporting the case for investment in new Southeastern Metro rolling stock.
