The CABINET of Hillingdon Council is scheduled to convene on Thursday, 17 September 2026, with a public session commencing at 7:00 PM. The agenda includes discussions on the council's strategic priorities for the next four years, a consultation response regarding Heathrow expansion, and the Better Care Fund agreement for 2026/27. Cabinet Priorities 2026-2030
The Cabinet is set to consider the council's strategic priorities for the period 2026-2030, outlined in the report Cabinet Priorities 2026-2030
Agenda Item 5. These priorities aim to make Hillingdon an even better place to live, work and invest
by focusing on six key areas: being easy to deal with, excelling at basic services, putting residents first, delivering homes for local people, supporting future generations, and being open for business. The approval of these priorities will guide the emerging Council Plan, future policies, service delivery, and organisational culture.
Consultation Response to the Heathrow Expansion National Policy Statement
A significant item on the agenda is the Consultation Response to the Heathrow Expansion National Policy Statement
Agenda Item 6. The council's response outlines its firm opposition to Heathrow expansion, arguing that the claimed economic and connectivity benefits are uncertain and that the potential impacts on communities, public health, the environment, and infrastructure are substantial. The response also identifies necessary changes to the National Policy Statement should expansion proceed, advocating for stronger policy tests, clearer safeguards, improved governance, and greater protection for affected communities, including the introduction of a Community Impact Test.
2026/27 Better Care Fund Section 75 Agreement
The meeting will also address the 2026/27 Better Care Fund Section 75 Agreement
Agenda Item 7. This report seeks approval for the council to enter into an agreement with the West and North London Integrated Care Board (ICB) to pool budgets and align resources for the Better Care Fund. The total value of the agreement for 2026/27 is £76,342,227, with contributions from both the council and the ICB. This agreement is a national requirement to release NHS funding and support coordinated health and social care services, focusing on preventing hospital admissions, supporting independent living, and facilitating safe hospital discharges.

Agenda Item 9, which will provide a summary of items to be discussed in private. These private items include:
- West London Coroner – Joint Arrangements: This report concerns the arrangements for continuing a joint Coroner Officer service across six West London boroughs following the Metropolitan Police Service's withdrawal of support. The proposed collaborative approach aims to maintain a coordinated service with appropriate safeguards, with participating councils collectively funding the service from 2030/31.
- Disposal of Former Sea Cadets Hut, Watersplash Lane, Hayes: This item addresses the proposed sale of a vacant site at Watersplash Lane, Hayes, which has been disused for over 15 years and is no longer required for council services. The sale is intended to secure the best consideration for the council, reduce antisocial behaviour, and bring the neglected site back into productive use.
