The Shareholder Committee of Hillingdon Council met on Thursday 17 September 2026 to review updates from two council-owned companies, Hillingdon First Ltd and The Hillingdon Care Company. The committee received updates on both companies and noted the Committee Forward Planner.

The Hillingdon Care Company Update

Updates were presented concerning The Hillingdon Care Company. This included information on director appointments and changes, the company's summary Business Plan, and the registration of The Burroughs Care Home to include nursing care. The committee also received updates on the acquisition of The Burroughs, the completion of legal and operational steps, and the Care Quality Commission (CQC) registration for The Hillingdon Care Company to include The Burroughs with a Registered Manager in place. An independent inspection of The Burroughs following its transfer from Care UK to The Hillingdon Care Company was also acknowledged.

During discussions, the committee explored the financial and tax advantages of the Teckal model[^1] and the business plan. They also considered the synergies and benefits of expanding The Burroughs Care Home's services to include nursing care, pending CQC approval. Questions were raised regarding the financing of refurbishment works. Officers were commended for their work in developing the new company.

An update was provided for Hillingdon First Limited, focusing on director appointments and changes within the company.

Committee Forward Planner

The Shareholder Committee noted the Committee Forward Planner, which outlines future meeting dates and the committee's work programme for the current municipal year. Councillor Steve Tuckwell, Leader of the Council, indicated that he might review the timings for future committee meetings to be held during the daytime.
