The Licensing Act 2003 Sub-Committee met on Friday 17 July 2026 to consider a review of the premises licence for Duos Lounge. The Sub-Committee decided to modify the conditions of the licence and add new conditions to address concerns about noise nuisance.

Review of Duos Lounge Premises Licence

The Sub-Committee considered an application to review the premises licence for Duos Lounge, located at 662-664 Lea Bridge Road, Leyton, following persistent complaints about noise nuisance. The review was initiated by the Council's Air Quality & Environmental Protection (AQEP) Team, citing breaches of an abatement notice served in December 2025.

The AQEP Team presented evidence of ongoing noise disturbances from amplified music and drumming, particularly late at night and at weekends, which they stated were undermining the licensing objective of the prevention of public nuisance. Residents also submitted representations detailing the significant impact the noise had on their ability to sleep and their overall wellbeing.

The Sub-Committee agreed to modify the conditions on the premises licence and add the following new conditions:

• All amplified sound at the premises must be routed through a noise-limiting device. This device will be calibrated and its maximum sound level set by the Council's Air Quality & Environmental Protection Service. It must be kept in a locked, tamper-proof box and maintained for the duration of the premises' use. This condition was added in accordance with Section 177A (4) of the Licensing Act 2003.
• There shall be no speakers located in external areas, including the rear garden. This condition was also added in accordance with Section 177A (4) of the Licensing Act 2003.

In addition, the Committee agreed to the following recommendations:

• The premises licence holder (PLH) will organise a meeting with those who made representations to discuss the imposed conditions. The PLH will provide the premises manager's phone number for residents to contact if issues arise.
• The Council's Air Quality & Environmental Protection Service will conduct regular visits to the premises to ensure compliance with the new conditions.
• The Committee noted that the noise limiter would not be able to limit the level of noise from drums and respectfully recommended that there should be no drum playing after 11 p.m.

The Sub-Committee determined that these decisions were appropriate to uphold the licensing objectives. Parties affected by the decision have the right to appeal to Thames Magistrates' Court within twenty-one days of notification. A written letter outlining the decision and reasons will be sent to all parties within five working days.
