The Licensing Act 2003 Sub-Committee of Waltham Forest Council met on Monday, 20 July 2026, to consider an application for a premises licence. The committee granted the application in full, allowing for late-night refreshment and public opening hours from Monday to Sunday, 23:00 to 02:00.

Grant of a Premises Licence for TBC Sheperds Bush

The Sub-Committee considered an application for a premises licence for TBC Sheperds Bush, located at 395 Hoe Street, Walthamstow, London, E17 9AP. The application sought permission for late-night refreshment and to open the premises to the public from Monday to Sunday, between 23:00 and 02:00.

During the consultation period, seven representations were received from local residents, raising concerns about public nuisance, public safety, the protection of children from harm, and the prevention of crime and disorder. These concerns primarily focused on potential noise and disturbance from customers leaving the premises late at night, delivery driver activity, and litter. One representation was also received from the licensing team, which outlined proposed conditions to address these concerns.

The applicant, TBC Sheperds Bush Ltd., agreed to the conditions proposed by the licensing team. As a result, the licensing team withdrew their representation. The Sub-Committee reviewed the application and the remaining representations from local residents.

The Sub-Committee decided to GRANT the application in full. In addition to the requested hours, the committee added two recommendations:

• That the applicant discusses with local, late-night business owners how they can jointly monitor delivery drivers to ensure no nuisance is caused.
• That the applicant proactively engages with nearest neighbours and offers a point of contact for any issues.

The Sub-Committee considered these decisions to be appropriate for upholding the licensing objectives. A written letter detailing the reasons for the decision was to be sent to all parties within five working days. Parties have the right to appeal the decision to Thames Magistrates' Court within twenty-one days of notification.
