The Sub-Committee considered an application for a premises licence for TBC Sheperds Bush, located at 395 Hoe Street, Walthamstow, London, E17 9AP. The application sought permission for late-night refreshment and to open the premises to the public from Monday to Sunday, 23:00 to 02:00.

During the consultation period, seven representations were received from local residents, raising concerns about public nuisance, public safety, the protection of children from harm, and the prevention of crime and disorder. These concerns primarily focused on the proposed late operating hours and the potential for increased noise, litter, anti-social behaviour, and traffic disruption. Residents like Helen Andrews, Olivia Engel, Bobby Haden, Julia Liz, Jiji Keflay, and Samy Andrews expressed worries about the impact on their quality of life, particularly for families with young children and elderly residents. Some residents noted that the premises appeared to be trading later than permitted even before the application was considered.

The licensing team also submitted a representation, proposing specific conditions to address the licensing objectives. The applicant, TBC Sheperds Bush Ltd., accepted these proposed conditions, which led to the withdrawal of the licensing team's representation. These agreed conditions included measures for staff training on incident reporting, ensuring emergency exits are clear, maintaining appropriate fire safety equipment, having trained first-aiders on site, implementing litter and waste management plans, managing delivery driver behaviour to prevent nuisance, and requiring children under 16 to be accompanied by an adult after 23:00 hours.

After considering the application, the representations, and the agreed conditions, the Sub-Committee decided to GRANT the application in full. This decision allows the premises to operate from 23:00 to 02:00 daily. In addition to granting the licence, the Sub-Committee added two recommendations: that the applicant discusses with local, late-night business owners how they can jointly monitor delivery drivers to prevent nuisance, and that the applicant proactively engages with nearest neighbours, offering a point of contact for any issues. The Sub-Committee deemed this decision appropriate to uphold the licensing objectives.

The full details of the decision, including the reasons, will be sent to all parties within five working days. Parties have the right to appeal this decision to Thames Magistrates Court within twenty-one days of notification.
