The Planning Committee of Sutton Council met on Wednesday 7 October 2026 to discuss several planning applications. The committee granted planning permission for the erection of an attached two-storey dwelling at 51 Ash Road, Sutton, and for extensions and alterations at 22 Sandhills in Wallington. Permission was also granted for the completion and retention of extensions at 3 Lymbourne Close, Belmont, and for the erection of two semi-detached bungalows at 5 Latimer Close, Worcester Park. The committee also approved a change of use application for 1 Hackbridge Road to increase its capacity as a House in Multiple Occupation (HMO) from seven to ten residents. Finally, permission was granted for the erection of a three-storey detached building comprising eight self-contained residential units at Memorial Gardens Burial Ground, Carters Close, Worcester Park.
51 Ash Road, Sutton, SM3 9LA
The committee granted planning permission for the erection of an attached two-storey dwelling with accommodation in the roof space, along with alterations to the existing dwelling's roofline, an extension to the existing vehicular crossover, and the provision of refuse and cycle storage to the front and parking to the rear. Councillor Long voted against the recommendation, while eight members voted in favour. The decision was made despite objections concerning parking, highway safety, design, and neighbour amenity, with supporters highlighting the provision of family housing and effective land use.
22 Sandhills, Wallington, SM6 8JE
Planning permission was granted for a part one, part two-storey side extension, a single-storey rear extension, and alterations to the fenestrations, including a rear dormer extension and a front rooflight. The application was called to committee due to over 10 objection letters, despite officers' recommendation for approval. Concerns raised included design, scale, neighbour amenity, biodiversity, loss of garage, and potential HMO use. The committee voted eight in favour and two against, granting permission.
3 Lymbourne Close, Belmont, SM2 6DX
Permission was granted for the completion and retention of part one, part two-storey rear and side extensions, including a raised rear patio and the removal of a rear chimney. This application was de-delegated by Councillor Barkham due to concerns about excessive width, depth, and bulk. Objectors raised issues regarding overdevelopment, terracing effect, harm to the street scene, loss of daylight, and sense of enclosure. The applicant's agent highlighted that the proposal combined two previously approved schemes with minor modifications and that the bulk and scale remained within previously approved envelopes. The committee voted to grant permission.
5 Latimer Close, Worcester Park, KT4 8UF
The committee granted planning permission for the demolition of the existing bungalow and the erection of two semi-detached bungalows. This decision was made despite over 10 objection letters, contrary to officers' recommendation. Objectors raised concerns about design, cumulative impact, overdevelopment, loss of daylight, overshadowing, overlooking, parking and highway pressures, and flood risk. Supporters of the application highlighted the provision of better-designed, higher-quality family housing and effective land use. The committee voted to grant permission.
1 Hackbridge Road, Hackbridge, SM6 7AY
Permission was granted for a change of use from a 6-bed Small HMO (Class C4) to a 10-bed Large HMO (Sui Generis), including refuse and cycle stores to the front. This application was called to committee due to over 10 objection letters. Concerns raised included overdevelopment, intensification, harm to local character, neighbour amenity issues, parking pressures, and inadequate management plans. The applicant's agent emphasised the site's location within an Area of Potential Intensification, the adequacy of internal living standards, and the car-free basis of the development secured by a Section 106 agreement. The committee voted to grant permission.
Memorial Gardens Burial Ground, Carters Close, Worcester Park, KT4 8QF
The committee granted planning permission for the erection of a three-storey detached building comprising 8 self-contained residential units with car parking, cycle and refuse storage, landscaping, and boundary treatment. This application was called to committee due to over 10 objection letters, contrary to officers' recommendation. Objections focused on parking and highway safety, character of the area, neighbour amenity, and pressure on existing infrastructure. Supporters highlighted the delivery of new homes in a suitable location and the design's respect for the local context. The committee voted to grant permission.
The meeting was suspended at 20:20 due to the late hour and the number of remaining agenda items. The committee agreed to defer the remaining items to an additional meeting scheduled for 28 October 2026.
