Open Council Network is an independent organisation. We report on Harrow and are not the council. About us
The Traffic and Road Safety Advisory Panel of Harrow Council met on Tuesday 20 October 2026 to discuss a range of issues concerning road safety, traffic management, and parking. Key discussions included concerns raised by residents regarding school traffic on Dalkeith Grove, updates on various traffic schemes across the borough, and the ongoing development of the council's active travel strategy.
School Traffic on Dalkeith Grove
A significant portion of the meeting was dedicated to addressing concerns raised by residents of Dalkeith Grove regarding severe traffic congestion caused by North London Collegiate School (NLCS) and Elwood Primary School. Residents described gridlock, double parking, vehicles mounting pavements, and instances of verbal abuse. They are seeking a collaborative approach with the schools to reduce traffic on their street, including a review of current parking restriction timings. A deputation from residents highlighted that the current parking restrictions on Dalkeith Grove are not aligned with school pick-up and drop-off times, leading to traffic being channelled through their road. Residents also raised concerns about the recent installation of a CCTV camera, questioning its compliance and privacy implications. The council acknowledged the issues and stated they would investigate the CCTV camera's compliance. Discussions also touched upon the possibility of adjusting CPZ timings, with a suggestion to change them to between 3 pm and 4 pm for school pick-up times, and potentially 8 am to 9 am for morning drop-offs.
Traffic Schemes Update
The panel received an update on various traffic schemes across the borough. This included progress on 20mph zones, with several areas completed and others in design or out for consultation. The Pinner Road and Station Road junction improvements, which aim to enhance cycling and pedestrian facilities, were noted as being out for consultation until 2 November 2026. Updates were also provided on bus priority schemes for Sheepcote Road and Kenton Road, with public consultation anticipated for autumn/winter. The Harrow to Pinner Improvements scheme, which has experienced delays, is continuing with phased works, and the Station Road designs have been approved by TfL. Residential cycle parking and borough-wide accessibility improvements were also mentioned.
Active and Sustainable Travel and Road Safety Report
An update was provided on the borough's Long-Term Transport Strategy (LTTS) sub-strategies, including the Active Travel Strategy. Public engagement for these strategies had recently closed, generating significant resident feedback. Key themes emerging from the consultation included calls for safer roads and junctions, better-maintained pavements, improved pedestrian crossings, safer routes to schools, stronger parking and traffic enforcement, and greener public spaces. The council is now moving into the strategy development stage, with draft documents expected for further engagement in early 2027. The report also highlighted the progress of the Travel for Life
programme, with 41 schools accredited for their commitment to safer, greener, and healthier travel. The School Streets Programme is progressing with Belmont School and St Joseph School identified as priority sites for the next phase. Discussions also touched upon the increasing use and potential hazards of e-bikes, with the council currently developing its stance on micromobility.
Parking Programme Update
The panel received an update on the parking programme, which is currently on hold pending a decision on its future. The report outlined the council's approach to Controlled Parking Zones (CPZs), including a two-stage consultation process and the potential use of Experimental Traffic Management Orders (ETMOs) for a more streamlined implementation. The report detailed the current status of various CPZ schemes across the borough, with many at different stages of consultation or awaiting decisions. The Localised Safety Parking Programme and disabled bay applications were also mentioned.
Public Questions and Petitions
Several public questions and petitions were addressed during the meeting. These included concerns about the safety of the Pinner Road Station Road Junction, the lack of segregated cycling provision on Kenton Road and Sheepcoat Road, and the safety of pedestrians and cyclists in relation to bus priority schemes. A petition regarding proposed parking restrictions on Dalkeith Grove was also discussed, alongside a petition from Woodend Avenue supporting the introduction of an M3 Controlled Parking Zone. The petitions report detailed new petitions received since the last meeting, covering issues such as CPZ operational hours, speed enforcement, and traffic calming measures.
Other Matters
The meeting also included a discussion on the Harrow to Pinner Improvements
scheme, with residents expressing frustration over delays and a lack of communication. The council acknowledged these concerns and committed to improving communication. There was also a discussion regarding the relocation of a BT sign in Pinner, which had caused contention due to its impact on the new cycle lane. The council is working with BT to resolve this issue.
