The Cabinet Member Signing meeting on Friday 7 August 2026 is scheduled to consider the acquisition of council homes. The meeting will also address filming at meetings and public questions.
Acquisition of Council Homes at 76 Mayes Road, Wood Green
The most significant item on the agenda is the potential acquisition of 21 newly constructed council homes located at 76 Mayes Road, Wood Green, N22 6SY. These homes are part of a redevelopment project by Weston Homes, which has created 83 homes and 6 commercial units. This acquisition was previously approved on 5 May 2026, but a revised approval is now being sought due to material changes in the funding structure and financial performance of the transaction.
The report outlines that the Cabinet Member for Housing, Councillor Tammy Hymas, is being asked to agree to enter into an Agreement for Sale with Weston Homes PLC and to accept 21 separate leases from Weston Homes PLC and Caxton Square Management Company Limited. The acquisition is proposed to be part-funded by the Greater London Authority's (GLA) Council Housing Acquisition Programme 2021 to 2026 allocation (CHAP). The report also details a revised Total Scheme Cost (TSC) for the acquisition and notes that Right to Buy receipts or funding from the Council's General Fund will not be used. Instead, the Council Housing Revenue Account (HRA) will utilise borrowings to part-fund the acquisition.
The report highlights that this acquisition aligns with the Council's pledge to build 3,000 Council homes by 2031, as stated in its A New Housing Strategy for Haringey 2024-29
. It is anticipated that these homes will provide secure, well-constructed affordable housing for Haringey households in need, with an estimated 13,000 households currently on the Council's housing register. The acquisition is also expected to increase the supply of modern, sustainable homes, reduce reliance on temporary accommodation, and deliver General Fund cost savings. The homes are noted to be well-located and completed to a high private market specification.
The report also considers alternative options, including not acquiring the homes, which has been rejected as it would hinder the Council's ability to meet its housing targets and medium-term financial strategy. The report details the background to the acquisition, including previous approvals, legal advice received, and the amended funding structure. It also confirms that the homes will be let at Social Rent levels, which is in line with the Council's commitment to providing affordable housing. The Building Safety Act 20221 is mentioned in relation to the building's height and safety measures.
The acquisition is assessed against the Council's Acquisitions and Disposal Policy, with the report indicating that the transaction aligns with the Corporate Delivery Plan's Housing Priority. The report also touches upon carbon and climate change considerations, noting that the development is expected to deliver improvements beyond Building Regulations in energy efficiency and carbon reduction.
Filming at Meetings
The agenda includes a note regarding filming at meetings. It states that meetings may be filmed or recorded by the Council for broadcast, and that attendees should be aware they may be filmed. The Chair of the meeting has the discretion to terminate or suspend filming if it disrupts proceedings.
Public Questions
The agenda also allows for public questions. Any resident, council tax payer, or national non-domestic rate payer of the Borough may ask the Chair any question on matters for which the Committee is responsible. Notice of questions must be given in writing to the Democratic Services Manager by 10 a.m. three clear days before the meeting.
