Open Council Network is an independent organisation. We report on Hounslow and are not the council. About us
The Licensing Panel of Hounslow Council is scheduled to consider an application to vary a premises licence for Grasshoppers RFC. The panel will also review reference documents to assist in their decision-making process.
Grasshoppers RFC Premises Licence Variation
The Licensing Panel is scheduled to consider an application for the variation of a premises licence for Grasshoppers RFC, located at Syon Lane, Isleworth, TW7 5PN. The application seeks to extend the hours for the supply of alcohol, live and recorded music, and the overall opening hours of the premises.
Specifically, the applicant, Grasshoppers Rugby Football Sports and Social Club Ltd, has proposed extending the hours for the supply of alcohol for consumption on and off the premises from Sunday to Thursday 11:00 to 23:00, and Friday and Saturday from 11:00 to 02:00 the following day. The proposed hours for live music, recorded music (indoors and outdoors), and late-night refreshment would also be extended, with the premises' opening hours proposed to be Sunday to Thursday 08:00 to 23:00, and Friday and Saturday 08:00 to 02:00 the following day.
Following discussions with local residents, the applicant has indicated a willingness to reduce the proposed extension of Friday and Saturday closing hours from 02:00 to 01:00. They have also clarified that they did not intend to seek permission for outdoor music to continue until closing time.
The report pack indicates that nineteen representations have been received from local residents, along with one from a local Councillor, expressing concerns about potential increases in public nuisance. These representations have been attached as Appendix D to the report pack. The report also details the Hounslow Licensing Policy1, which outlines the council's approach to licensing applications and the promotion of the four licensing objectives: prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm.
The panel has several options for determining the application: to grant it in full, to grant it with modifications to satisfy relevant representations and promote the licensing objectives, or to reject the application in whole or in part.
Reference Documents
The panel will also have access to several reference documents to assist in their deliberations. These include:
- Order of Business: This document outlines the procedural steps the panel will follow during the meeting.
- Procedure for the conduct of Panel hearings: This document details the established procedures for conducting panel hearings, ensuring fairness and transparency.
