Open Council Network is an independent organisation. We report on Cambridgeshire and Peterborough Combined Authority and are not the council. About us
The Transport Committee of Cambridgeshire and Peterborough Combined Authority is scheduled to discuss a range of significant transport initiatives. Key topics include the prioritisation framework for the Capital Transport Programme, the Greater Cambridge Transport Strategy, and updates on bus services and franchising standards.
Capital Transport Programme – Prioritisation Framework
The committee is set to receive an update on the development of a prioritisation framework for the Capital Transport Programme. This framework aims to provide a consistent basis for assessing schemes against strategic, deliverability, and affordability considerations, given the constrained availability of funding. The report will present the outcomes of an independent review and assessment of over 50 schemes, outlining options for allocating available capital and revenue funding across 'Study', 'Develop', and 'Deliver' categories. This approach seeks to balance immediate investment with the development of a pipeline of future schemes, while recognising geographical needs, strategic objectives, funding constraints, and delivery capacity.
Greater Cambridge Transport Strategy (GCTS)
An update on the progress of the Greater Cambridge Transport Strategy (GCTS) will be provided, building on the September 2026 report. The final GCTS, presented for members' recommendation to the Combined Authority Board for approval, will include key supporting evidence and deliverables. This strategy aims to provide a transport framework for Greater Cambridge that aligns with the adopted Local Transport and Connectivity Plan (LTCP) and supports the emerging Greater Cambridge Local Plan. It identifies transport interventions and connectivity requirements needed to support growth and improve access to jobs, homes, education, and services. The strategy also provides context for the Greater Cambridge Development Corporation's work on Mass Rapid Transit (MRT) proposals.
Bus Service Update
Members will receive an update on the procurement of bus service changes scheduled for February 2027. This includes details on proposed changes to services in the Fenland, Huntingdonshire, South Cambridgeshire & Cambridge City, East Cambridgeshire, and Peterborough areas. The report will outline the outcomes of the contracted bus services review, including the evidence base, consultation feedback, and officer assessments.
Bus Franchising Standards
The committee is scheduled to outline the approach being taken to set key standards for franchised bus service contracts. These standards are considered crucial for customer experience and delivering service improvements, covering aspects such as reliability, punctuality, routes, frequencies, fares, ticketing, vehicle standards, accessibility, customer satisfaction, safety, security, and environmental performance. The report will detail the approach to developing these standards, drawing on Department for Transport template documents, CPCA Bus Service Improvement Plan targets, and industry best practice.
Budget and Performance Report
A budget and performance report will be presented, providing an update on the financial position for 2026/27 and an analysis against the 2026/27 budgets up to the period ending September 2026. This report will highlight any variances and provide an overview of expenditure across various transport divisions.
Other items
The committee will also receive a Director's Highlight Report, providing an update on key activities within the Transport Directorate. Additionally, the meeting will include a review of the committee's Work Programme and the date of the next meeting.
