The Licensing Sub-Committee of North Northamptonshire Council met on Thursday 10 September 2026 to consider an application for a new premises licence for Kings Cliffe Club. The report pack indicated that the committee was scheduled to discuss the application and any representations received.

Application for a New Premises Licence for Kings Cliffe Club

The main item scheduled for discussion was an application for a new premises licence for Kings Cliffe Club, located at 65 Wood Road, Kings Cliffe, PE8 6XF. The application, received on 17 July 2026, sought permission for the sale of alcohol and regulated entertainment, including plays, films, boxing or wrestling entertainment, live and recorded music, and performances of dance. The proposed opening hours for late night refreshment were from 08:00 to 00:30 Monday to Thursday, and 08:00 to 01:30 on Fridays and Saturdays. For the supply of alcohol, the requested hours were 08:00 to 00:00 Monday to Thursday, and 08:00 to 01:00 on Fridays and Saturdays.

During the consultation period, two representations were received: one opposing the application and one in support.

The opposing representation, from Martin Morrow, raised concerns regarding:

• Noise: Potential for increased noise from activities and customers leaving late, impacting sleep and the enjoyment of quiet gardens, particularly during summer months when windows are open.
• Antisocial Behaviour: Concerns that extended hours and certain planned activities, such as boxing and wrestling, could attract individuals from outside the area, leading to antisocial behaviour, citing past incidents involving a motorbike being ridden at speed and public urination.
• Parking: The club's limited parking was noted as a potential issue, with overflow parking on the road causing traffic congestion, which could be exacerbated by increased activities.
• Property Value: A concern was raised that the application, if accepted, could adversely affect potential house sales for neighbours.

The report pack noted that some of the concerns raised in the opposing representation, such as vehicle congestion and parking availability, fall outside the scope of the Licensing Act 2003. It also highlighted that the Licensing Act 2003 requires determinations to be evidence-based and proportionate, and that a formal review process exists should issues arise that undermine the licensing objectives.

The representation in support of the application came from Councillor Simon Fairhall, Ward Councillor for Oundle. Councillor Fairhall detailed the club's transition from the Kings Cliffe Ex-Servicemen's & Social Club to Kings Cliffe Club Limited, a Community Benefit Society, with the aim of developing it into a community hub. He stated that the proposed hours were the same as the historical licence and that the club would not operate to the full extent of these hours. The support highlighted the club's central location, its role in engaging new and different people, and the refurbishment of its facilities. It also mentioned the appointment of a new Designated Premises Supervisor, Theresa Cruse, and the intention to host a variety of daytime activities, such as information and guidance sessions, and arts and crafts.

The report pack indicated that the Sub-Committee was asked to consider the application and make a decision, with the recommendation that each application be considered on its own merits and that any conditions attached to licences must be tailored to the individual premises and events to avoid being disproportionate or overly burdensome. The Sub-Committee was reminded of its duties under the Licensing Act 2003, the Council's Licensing Policy, and the S182 Guidance, which include promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
