Open Council Network is an independent organisation. We report on West Northamptonshire and are not the council. About us
The Non-Strategic Planning Committee of West Northamptonshire Council was scheduled to consider a range of planning applications, including proposals for new dwellings, changes of use for residential properties, and outline applications for residential developments. The committee was also scheduled to review proposed pre-committee site visits.
Applications for Determination
The committee was scheduled to consider several planning applications for individual sites:
84 Church Way, Northampton
An application was scheduled to be considered for a change of use from a dwelling house (C3) to a care home (C2) for up to six occupants. This proposal also included a single-storey rear extension and garage conversion. The report pack indicated that the officer's recommendation was to grant permission, subject to conditions. Concerns raised by neighbours included highway safety, parking provision, pedestrian safety, increased traffic and activity, impact on the residential character of the area, loss of amenity with noise disturbance, cumulative impact, loss of privacy, construction dust, noise and disruption, and the potential removal of mature trees.
88 Church Way, Northampton
A similar application was scheduled for consideration, proposing a change of use from a dwelling house (C3) to a care home (C2) for up to four residents. This also included a single-storey rear extension and internal alterations. The officer's recommendation was to grant permission, subject to conditions. Objections from neighbours raised similar concerns to those for 84 Church Way, including highway safety, parking, pedestrian safety, increased traffic, impact on residential character, noise disturbance, cumulative impact, loss of privacy, and construction impacts.
Land to the North of Boughton Road, Moulton
An outline application was scheduled for up to 120 dwellings, public open space, and associated works, with access being considered. The officer's recommendation was to grant permission, subject to conditions and the completion of a Section 106 legal agreement. This agreement was intended to secure affordable housing provision (45%), public open space maintenance, contributions towards public rights of way improvements, education, biodiversity net gain, and healthcare. Objections were raised by Moulton Parish Council due to concerns about excessive development and pressure on local infrastructure.
Land West of Bicester Road, Aynho
An outline application was scheduled for the erection of two self-build/custom build dwellings within woodland, along with alterations to an existing access to enable the restoration of the east boundary wall to Aynhoe Park. The officer's recommendation was to refuse permission. The reasons for refusal were primarily related to the unacceptable principle of development in the open countryside, harm to the Grade II registered historic parkland of Aynhoe Park, adverse impact on the Special Landscape Area, loss of trees, and significant harm to Lowland Deciduous Woodland priority habitat. Concerns were also raised about insufficient ecological information regarding protected species.
111 Cecil Road, Northampton
A change of use application was scheduled for a residential property (Use Class C3) to a 7-bedroom House in Multiple Occupation (HMO) (Use Class Sui Generis). The officer's recommendation was to grant permission, subject to conditions. Objections from local councillors and residents focused on inadequate parking provisions, an imbalance in housing mix, and the impact on residential amenity.
Ulverscroft, Vyse Road, Boughton
A full application was scheduled for the demolition of the north wing and reconstruction of a new 2.5-storey north wing with a raised roof, front and rear dormers, and single-storey additions. This also included a raised roof over the central hallway with a glazed atrium entrance, single-storey extension to the rear, front and rear dormers to the south wing, fenestration changes, a repositioned site access, and new boundary treatment. The officer's recommendation was to grant permission, subject to conditions. Objections were raised by Boughton Parish Council and Councillor John Slope regarding deviations from previously approved plans, impact on the street scene, overlooking, potential light pollution, and loss of mature vegetation.
Land Adjacent to 56 Corran Close, Northampton
An application was scheduled for the demolition of an existing garage and the erection of a 3-bedroom dwelling with associated parking, refuse storage, and landscaping. The officer's recommendation was to refuse permission. The reasons for refusal were primarily related to the design being out of keeping with the local area, impact on light and privacy to properties opposite, impact on wildlife, and the loss of trees, particularly a TPO Sycamore.
