Open Council Network is an independent organisation. We report on Bromley and are not the council. About us
The Council of the London Borough of Bromley was scheduled to consider conferring the honorary freedom of the borough on Mr Michael Tickner. This honour is in recognition of his extensive service to the borough over nearly five decades.
Admission of an Honorary Freeman of the Borough
The Council was scheduled to consider a motion to confer the honorary freedom of the London Borough of Bromley on Mr Michael Tickner. This honour was recommended by the General Purposes and Licensing Committee in recognition of Mr Tickner's distinguished service for a continuous period of forty-eight years
.
Mr Tickner represented Kelsey Park ward from 1978 to 2002, Copers Cope ward from 2002 to 2022, and Beckenham Town and Copers Cope ward from 2022 to 2026. During his tenure, he held several significant positions, including Mayor of Bromley (1994-95), Deputy Mayor (1992-93), Leader of the Council (1997-98 and 2001-03), and Portfolio Holder for Children and Young People (2003-04). He also served as Conservative Group Leader from 1997 to 2003.
His committee work included chairing the Standards Committee (2012-13), the Local Joint Consultative Committee (2022-23), and the Pensions Committee (2026). He was particularly noted for his service as chairman of the Audit Sub-Committee (2008-2011) and the Audit and Risk Management Committee (2022-26). Furthermore, as chairman of the Beckenham Town Centre Working Group (2009-2019), he was credited with making a significant contribution to the regeneration of Beckenham High Street
.
The report pack indicated that the power to appoint honorary freemen is contained within section 249 of the Local Government Act 1972. The report also noted that the appointment requires the support of at least two-thirds of the Members present at the meeting. The financial implications were described as minimal, relating to the cost of a badge and scroll, to be funded from the Mayoral Services budget.
The recommendation was that the motion be considered and the title of Honorary Freeman of the Borough be conferred on Mr Michael Tickner.
