Open Council Network is an independent organisation. We report on Cornwall and are not the council. About us
The East Sub-Area Planning Committee was scheduled to consider several planning applications, including proposals for a convenience store, a smart hub installation, a food-to-go pod at a petrol station, and a single dwelling. The committee was also scheduled to receive an update on planning appeals.
Convenience Store in St Martin
The committee was scheduled to consider an application from Hawksmarsh Properties Ltd. for the erection of a convenience store, associated parking, and landscaping at Land West of Kimlers Way, Kimlers Way, St Martin, Looe, Cornwall. The application was called to committee at the request of Electoral Division Member Councillor Mark Gibbons due to concerns regarding the loss of part of an identified employment site, impact on residential amenity, highway considerations, retail impacts, drainage, and ecology. The report pack recommended delegated authority to approve the application, subject to the submission of outstanding Biodiversity Net Gain information and satisfactory resolution of discussions regarding noise assessment and mitigation.
Smart Hub Installation in Saltash
Two applications were scheduled for consideration concerning the installation of a Pulse Smart Hub
with integrated digital screens on the pavement outside 6 Fore Street, Saltash. The first application (PA26/00853) was for the installation itself, and the second (PA26/00854) was for advertisement consent. The Electoral Division Member, Councillor Keith Johnson, had requested these applications be called to committee due to concerns about visual amenity, street clutter, accessibility, light disturbance, and potential highway distraction. The report packs recommended approval for both applications, subject to conditions. Saltash Town Council had recommended refusal for both, citing conflicts with the Saltash Neighbourhood Development Plan.
Food-to-Go Pod at Liskeard Petrol Station
The committee was scheduled to consider a full application (PA25/08473) from Motor Fuel Group for a proposed single-storey food-to-go pod and associated works at the Morrisons Petrol Filling Station, Plymouth Road, Liskeard. Electoral Division Member Councillor Kevin Grey had requested the application be called to committee due to concerns about highway impacts and the effect on the vitality and viability of Liskeard town centre. The report pack recommended approval, subject to conditions addressing odour control and contaminated land. Liskeard Town Council had objected, citing concerns about the impact on the town centre and potential increases in traffic.
New Dwelling in Harrowbarrow
An application for Permission in Principle (PA26/05368) for the construction of up to one dwelling at Ivy's Meadow, Treragin, Harrowbarrow, was scheduled for discussion. This was requested by Electoral Division Member Councillor Angus Black due to concerns that the proposal was contrary to Cornwall Local Plan Policy 7, represented an unsustainable development with poor access to transport and amenities, and that the local road network was inadequate. The report pack recommended approval of the Permission in Principle, noting that while the proposal conflicted with the Calstock Neighbourhood Development Plan's housing strategy, this conflict was afforded limited weight due to the Council's inability to demonstrate a five-year housing land supply.
Appeals Report
The committee was also scheduled to receive an update on planning appeals. This included a list of appeals lodged between 11 September and 9 October 2026, and a report on appeals decided within the same period.
