The Licensing (2003 Act) Sub-Committee of Newham Council is scheduled to consider a new application for a premises licence. The meeting will focus on the application for Rayan Coffee Ltd at Unit A, 444 Barking Road, E6 2LT.
New Premises Licence Application for Rayan Coffee Ltd
The primary item scheduled for discussion is a new application for a premises licence for Rayan Coffee Ltd, located at Unit A, 444 Barking Road, East Ham, London, E6 2LT. The application, received on 4 September 2026, seeks permission for the sale of alcohol every day between 11 am and 11 pm. The premises, previously known as Alvi's Coffee, is described as a pre-existing and successful cafe bistro.
The report pack indicates that a representation has been received from Councillor Muhammad Majeed, the Councillor for Wall End Ward. Councillor Majeed's objection is based on concerns related to the licensing objectives of the prevention of crime and disorder, the prevention of public nuisance, and the protection of children from harm. Specific concerns raised include the potential exacerbation of existing anti-social behaviour in the area, particularly near a public park with a reported history of crime, and the proximity of the premises to a children's nursery and a busy bus stop. The Councillor has requested that the application be rejected or, if granted, that strict conditions be imposed, such as restricted operating hours and comprehensive CCTV measures.
The Sub-Committee will also consider the guidance issued by the Secretary of State to licensing authorities, which must be taken into account when determining licensing functions. The premises does not fall within a Cumulative Impact Zone (CIZ)1. The report pack includes the application form, the Councillor's representation, a plan of the premises, and a map of the area.
-
A Cumulative Impact Zone (CIZ) is an area where the cumulative effect of existing licensed premises is considered to be negatively impacting the licensing objectives. Licensing authorities may use CIZs to manage the density of licensed premises and to apply specific policies to new applications within that zone. ↩
