Traffic and Transport
Concerns were raised about the impact of the development on local traffic, particularly on South Walpole Way. The transport consultant, Mr. Lewis, assured the committee that the development would not result in a material impact on the local street network and that measures such as a travel plan, car club membership, and financial contributions for a review of local CPZ would mitigate any issues. The PTAL rating of the site was discussed, with the council accepting a rating of 4, despite initial assessments indicating a rating of 2.
Sustainability Measures
The committee discussed the sustainability measures included in the development, such as high levels of insulation, air-source heat pumps, and green roofs. Councillor Fries questioned the decision to prioritize green roofs over solar PV panels, arguing that solar PV would ensure energy independence for residents. The planning consultant, Ms. Jenkinson, explained that the decision was based on a balance of policy requirements, including biodiversity net gain and runoff rates.
Design and Impact
The overall design and impact of the development were discussed, with the committee noting the high quality of architecture and the positive aspects such as the retention of mature trees, the introduction of new trees, and the provision of communal green spaces. Concerns were raised about the potential for overlooking and the adequacy of daylight in some units. The planning officer, Ms. Thatcher, explained that the layout of the buildings and the use of obscure glazing would mitigate these issues.
Decisions and Conditions
The committee agreed to approve the planning application with several conditions and informatives, including:
- Ensuring the phasing and delivery of air-source heat pumps.
- Encouraging the inclusion of swift bricks and hedgehog access in the development.
- Addressing pedestrian access concerns to ensure safe and convenient entry to the site.
The committee voted unanimously to approve the application, despite reservations about the level of affordable housing.
