The Cornwall and the Isles of Scilly Economic Prosperity Board convened on 19 June 2024 to discuss the progress of the Good Growth Programme and make decisions on funding applications. Key decisions included the approval of several projects and the addition of others to a reserve list, subject to conditions.
Good Growth Programme Performance Management
The Board reviewed the Good Growth Programme Performance Report June 2024. The Service Director for Economy and Skills provided an update on the programme's progress. Key points included:
- Case Studies and Claims Monitoring: The Growth Hub Team will soon provide case studies on successfully funded projects. They also have mechanisms to monitor claims and compare them with applicants' profiles to ensure projects are on target.
- Support and Manpower Distribution: Efforts are being made to support and distribute manpower within the team.
- Direction of Travel: Officers expressed satisfaction with the current direction of the team.
The Board resolved to note the Programme Performance Report and requested additional data for the next quarterly report.
Good Growth Programme Funding Decisions
In a closed session, the Board considered a report on the outcome of funding opportunities that closed on 22 January 2024. The following decisions were made:
- Reserve List Addition: The application GG001_0004 was added to the reserve list, subject to a business case.
- Application Approval: The application GG001_0002 was approved, subject to a business case.
- Rejected Applications: Applications identified in the report and Appendix 1 were not approved.
- Project Change Request: The Project Change Request for BUS003_0021 was approved.
- Business Case Agreement: The Business Case for COM003_0049 was agreed, with the project to remain on the reserve list subject to conditions, including SPF funding availability, planning consent, access arrangements, and financial stability.
- Delegated Authority: Delegated authority was given to the Service Director for Economy and Skills, in consultation with the S.151 Officer, to negotiate contract conditions and enter into funding agreements for approved applications and reserve list projects if sufficient headroom arises.
The meeting concluded with a note on the constraints regarding the availability of construction equipment required for the projects.
