The Council of Camden Council is scheduled to meet on 22 May 2025 to discuss and approve the appointment of a new Chief Executive, Head of Paid Service, Returning Officer and Electoral Registration Officer. The report pack outlines the recruitment process undertaken to identify the preferred candidate. The meeting will also cover statutory announcements, communications, deputations and petitions.
Appointment of New Chief Executive
The main item for discussion is the appointment of a new Chief Executive for Camden Council, replacing Jenny Rowlands, who is due to leave at the end of the summer. The report states that the Audit and Corporate Governance (Appointment Panel) Sub-Committee, comprised of a cross-party panel of members, has overseen the recruitment process.
The report details that the recruitment process included external advertising, attracting 44 applications. Six candidates were longlisted and underwent a technical assessment interview conducted by a sitting Chief Executive. Four candidates then attended a day-long assessment centre, which included panel interviews with key stakeholders, partners, and community representatives.
In arriving at their decision, the Appointment Panel Sub-Committee considered the evidence gathered from all aspects of the selection process in the context of the criteria for the role and decided that Jon Rowney was their preferred candidate for the position of Chief Executive.
The council is being asked to approve the appointment of Jon Rowney to the role, as well as his starting salary of £230,000 per annum.
The report also notes that, as is currently the case, the role of Chief Executive at Camden will continue to fulfil the role of Clerk to the North London Waste Authority (NLWA).
The Local Authorities (Standing Orders) (England) Regulations 2001 requires the council to approve the appointment of the Head of Paid Service before a formal offer of appointment is made. The Local Government and Housing Act 1989 requires the Council to appoint a Head of Paid Service.
