The New and Old Malden Neighbourhood Committee were scheduled to meet to discuss a number of local issues, including parking, road safety, and improvements to local community facilities. The committee was also expected to discuss allocating funds from the Neighbourhood Community Infrastructure Levy (NCIL).
NCIL Funding Applications
The committee was scheduled to consider four applications for Neighbourhood Community Infrastructure Levy (NCIL) funding, totalling £197,427.45, although only £140,000 was available. NCIL funding comes from a portion of the Community Infrastructure Levy (CIL), a charge that councils can apply to new developments to support infrastructure needs. The applications were:
- Dickerage Sports and Community Centre: Playground Improvements - A bid for £45,000 to resurface sections of the playground, replace old fencing, add new play equipment and install benches at the Dickerage Sports and Community Centre. According to the report pack, the centre is managed by Achieving for Children1 and offers a range of services, including youth clubs and mental health support. The report pack stated that the proposed improvements would increase safety and security, and foster an inviting space for families.
- The Malden Centre: Pool Pod Project - A bid for £39,827.45 to install a Pool Pod at The Malden Centre to improve accessibility for individuals with reduced mobility. The report pack stated that the Active Kingston Team were looking to install the Pool Pod, which is a platform lift, as a safe and user-friendly alternative to traditional pool access methods. The report pack stated that the Pool Pod would allow greater independence, giving users the confidence to access the pool with minimal support.
- Manor Park Perimeter Pathway Project - Phase 2 - A bid for £40,000 to deliver phase 2 of the perimeter footpath project at Manor Park. The report pack stated that the pathway will create a full circuit of the site for users all year round, especially opening access to wheelchair users and less able bodied people. The report pack noted that the Friends of Manor Park2 have worked closely with the council to improve the park over the last few years.
- Six Acre Meadow: Boardwalk extension - A bid for £72,600 to extend the boardwalk at Six Acre Meadow. The report pack stated that the extension would create a circular loop for enhanced access. The report pack stated that Six Acre Meadow is one of the borough's oldest hay meadows, and that a dilapidated boardwalk was reinstated in 2021 with NCIL funding.
California Road - Proposed Permit Parking Area
The committee was scheduled to consider objections raised to a Traffic Management Order (TMO) with proposals for a Permit Parking Area (PPA) in the California Road area.
According to the report pack, a TMO was published in March 2025, and the consultation closed on 17 April 2025. The affected area includes private roads. The report pack stated that objections were received from Kingston East Development, and that a petition was received with 105 signatures.
The report pack stated that the objections received primarily concerned the financial implications for residents, the criteria for eligibility to obtain a permit, the potential negative effects on local businesses, and the perceived insufficient number of parking bays proposed in the scheme.
The committee was asked to consider whether to:
- Set aside all objections and implement a PPA on all public highways roads within the designated area, or
- Retain the current parking arrangements and reassess the situation in two years.
Response to Petition Regarding Idmiston Road
The committee was scheduled to consider a petition regarding safety concerns at the Idmiston Road and Malden Road junction, in accordance with the council's petition scheme.
The report pack stated that the council received an e-petition and a separate paper petition on 29 April 2025, with a total verified signature count of 166. The petition requested that the council consider traffic enforcement and safety measures to protect pedestrians and prevent unnecessary illegal parking on pavements.
The report pack outlined the following actions that were suggested to be developed and delivered:
- Amend the current parking bays in Idmiston Road to remove the disabled bay, extend to four bays, and introduce time-limited parking for 30 minutes free then pay, with the restriction extended until 8pm.
- Introduce a no loading restriction on the existing double yellow lines in Idmiston Road, restriction to apply 8am-8pm, between Malden Road and number 8 Idmiston Road.
- Reposition the existing disabled bay on Malden Road to the junction of Malden Road and Idmiston Road with road markings to highlight use.
- Approve road markings at Malden Road for the bays outside the supermarket.
- Install street furniture with regards to two bollards on the corner of Idmiston Road and Malden Road.
