The East Sub-Area Planning Committee met to discuss three planning applications and an appeals report. Permission was granted for a slurry lagoon near Hatt, Saltash, and for outline planning permission for 30 dwellings in Bude, subject to conditions and Section 106 agreements1. Permission in principle was granted for 5 dwellings in Marhamchurch.
Election of Chair and Vice-Chair
Councillor Adrian Parsons was elected Chair of the Committee for 2025/26, and Councillor Mark Gibbons was elected Vice-Chair. Councillor Adrian Parsons thanked members for his appointment and paid tribute to the former chair and vice-chair of the committee.
PA25/00379: Land Adjacent To Beulah Poughill Road Bude
The committee voted to grant delegated authority to the Service Director of Planning and Housing (Chief Planning Officer) to approve outline planning permission for up to 30 dwellings on land adjacent to Beulah, Poughill Road, Bude, subject to a Section 106 Agreement and conditions.
The Section 106 Agreement will secure:
- 30% affordable housing
- A contribution to the NHS of up to £10,573.50, split between Ruby Country Medical Practice and Neetside Surgery
- Provision of public open space within the site
- A transport contribution of £2,890.00 per open market dwelling towards the Bude Town Transport Plan
- A contribution of up to £2736 per dwelling for local education services
- Provision of a connection to the Public Right of Way 506/25 to the north of the site
- Provision of a pedestrian connection to the Poughill Road at the eastern end of the site
Councillor Faye Emery, Electoral Division Member, raised concerns about access to the site, speeding traffic, the impact on ecology, and the need to maintain a gap between settlements.
Officers clarified that a traffic assessment survey had been submitted, and the highways officer had no objections. They also confirmed that the affordable housing and mix of properties were in line with policy, and that the layout could avoid coalescence.
Councillor Jane Pascoe said that the loss of agricultural land was a consideration.
PA25/01551: Land Adjacent To Melrose Helebridge Road Marhamchurch Bude
The committee voted to grant permission in principle for the proposed residential development of 5 dwellings on land adjacent to Melrose Helebridge Road, Marhamchurch, Bude.
Councillor Nicky Chopak, Electoral Division Member, stated that similar applications on this site had been before the committee twice before, and that there did not appear to be any mitigation for issues raised regarding the application. She also raised concerns about a nearby historical asset, access to the village, and the lack of proposed contributions to local housing.
Officers clarified the location of nearby heritage assets, the policies applied, and the reasons for the refusal of previous applications. They stated that the proposal was considered to be in a sustainable location and would make effective use of land.
Councillor Nicky Chopak urged the Committee to refuse the application, but Councillor Jim Candy said that the application needed to be considered on its merits.
PA24/06783: Agricultural Land At Hatt, Saltash
The committee voted to approve the application for the erection of an earth banked slurry lagoon at agricultural land at Hatt, Saltash, subject to the conditions contained within the report.
Officers confirmed that Natural England were in support of the proposal and that the use of the cover will help mitigate smells. They also stated that the proposal represented good management and would reduce traffic.
James Wotton spoke in support of the application.
