The Northern Planning Committee of Shropshire Council scheduled a meeting for Tuesday, 17 June 2025, to discuss several planning applications, including large residential developments, a commercial development, and a residential caravan site. The committee was also scheduled to note recent appeal decisions.

Land North of Mytton Oak Road Shrewsbury
A hybrid planning application for a large residential development was scheduled to be discussed. The proposal includes a full application for 102 dwellings and an 80-bed care home, as well as an outline application for up to 298 additional dwellings. Access, footpaths, cycleways, public open space, landscaping, drainage, and associated infrastructure are all part of the plan.
The report pack noted that the draft Local Plan proposed that the application site is allocated for 400 houses, and set out expectations that:
- vehicular access would be provided from Mytton Oak Road
- all necessary improvements to the local and strategic road networks would be undertaken and funded through the development
- the development would create and enhance pedestrian and cycle links within and through the site
- green infrastructure corridors will form an intrinsic component of the development
- contributions are made to the delivery of additional playing pitch provision
- mature trees and hedgerow are retained and enhanced
- noise would be managed through acoustic design and layout
- appropriate sustainable drainage measures would be incorporated.
The planning officer's report recommended that Councillor Julian Dean, Chair of the Northern Planning Committee, and the Planning Services Manager be given delegated authority to grant planning permission, subject to a Section 106 agreement1 and planning conditions.
Proposed Residential Development Land NW Of Mile End Roundabout Shrewsbury Road Oswestry
The committee was scheduled to discuss an outline application for residential development on land off Shrewsbury Road, adjacent to Mile End Roundabout. The application includes access and remediation. The application site is part of the larger Eastern Gateway Sustainable Urban Extension, which is allocated for mixed-use development including around 900 new dwellings, community facilities, and public open space.
The planning officer's report recommended that Councillor Julian Dean, Chair of the Northern Planning Committee, and the (Interim) Planning and Development Services Manager be given delegated authority to grant planning permission, subject to a Section 106 Agreement to secure an affordable housing contribution and Biodiversity Net Gains.
Proposed Commercial Development Land to the south of Hazledine Way Shrewsbury
The committee was scheduled to discuss a variation of conditions attached to a previous planning permission (ref no. 22/03877/FUL) to allow for an alternative care home development and an amended single-storey retail/leisure building. The original permission was for a mixed-use development including retail units, a gym, drive-through coffee shop, drive-through restaurant, tanning and beauty salon, and a residential care home.
The planning officer's report recommended that the Planning Services Manager be given delegated authority to grant planning permission subject to conditions.
Field Adjoining Langley Sodyllt Bank Ellesmere
The committee was scheduled to discuss a change of use application from agricultural land to a residential caravan site for one traveller family, including access and drainage. The planning officer's report recommended that planning permission be granted subject to conditions.
Appeals and Appeal Decisions
The committee was scheduled to note the appeals and appeal decisions for the northern area. These included:
- An appeal against the refusal of planning permission for an insulated garage building at Coton Grange, Corporation Lane, Shrewsbury. The appeal was allowed.
- An application for costs relating to the above appeal. The costs application was refused.
- An appeal against the refusal of planning permission for a detached car workshop building at Shrewsbury Vehicles, Spring Gardens, Shrewsbury. The appeal was dismissed.
- An appeal against the refusal of planning permission to change the use of a building at Grove House 8 St Julians Friars, Shrewsbury from commercial to mixed-use including flats. The appeal was dismissed.
- An appeal against the refusal of planning permission at Brookside Leisure Park Bronygarth Oswestry. The appeal was dismissed.
- An appeal against the refusal of planning permission for a dwelling at Land Adjacent 38 Longden Road Shrewsbury. The appeal was dismissed.
- An appeal against the refusal of planning permission for a new dwelling at Proposed Dwelling To The West Of Coldridge Drive Shrewsbury. The appeal was dismissed.
- An appeal against the refusal of planning permission for dwellings at Land Adjacent To White House Coopers Lane Porth-y-waen. The appeal was allowed.
- An appeal against the refusal of planning permission for a solar farm at Field West Of Haughmond Quarry Land South Of B5062 Uffington. The appeal was dismissed.
Other Business
The agenda also included apologies for absence, confirmation of the minutes from previous meetings, public question time, and declaration of disclosable pecuniary interests. The date of the next meeting was also to be noted.
