The committee noted that Councillor Tarrant, the Electoral Division Member, was unable to attend the meeting.

During a debate, councillors noted the extensive tree coverage on the proposed site. Councillor M Thomas proposed that the application should be refused, but this was not seconded. Councillor Crawford, seconded by Councillor Craze, then proposed that delegated powers be granted to approve the application, subject to conditions. This was carried with 8 votes in favour, 0 against and 2 abstentions.

Higher Penderleath Resort, Penderleath

Councillors voted to refuse application PA24/07757 for the siting of manager's accommodation at Higher Penderleath Resort.

Principal Development Officer Adam Carlyon outlined the application, recommending that it be refused.

Councillor Thomas-Davey of Towednack Parish Council spoke against the application, and Mr Fuller spoke in support of it.

Councillor A Mitchell, the Electoral Division Member, was unable to attend the meeting but sent in a statement of support, saying that the addition of manager's accommodation was expected for a business like this, that there would be an environmental bio gain through the development, and that the caravan proposed would not be out of place on this site. Councillor A Mitchell's statement also noted that the case officer did not disagree with a manager's accommodation in principle, just the location within the site, and that this was hindered by the land ownership of the complete camp being in different hands.

During a debate, councillors noted the strong opposition from Cornwall National Landscape officers, but also understood Councillor A Mitchell's point of view. They discussed whether a less conspicuous location could be found, but noted that the site was actually two sites, with two owners and two businesses, and the applicant managed both of them. Councillors also noted that the manager would also be offering security for the site, hence requiring a central location for the accommodation, and that the proposal was a better option than the bus that was currently being used on the site, although it was noted that this was not authorised.

Councillor M Thomas, seconded by Councillor J Ball, proposed that the application be refused, as that would allow the applicant to find an alternative site. This was carried with 6 votes in favour, 3 against and 1 abstention.

Wheal Cock Barn, Helston Road, Porkellis

Councillors voted to refuse application PA25/01058 for a proposed side extension with interior alterations at Wheal Cock Barn, Helston Road, Porkellis.

Development Officer Joshua Bourne outlined the application, recommending that it be refused.

Councillor Thorne of Wendron Parish Council spoke in support of the application, as did Mrs Bond, one of the applicants.

Councillor Loveday Jenkin, the Electoral Division Member, spoke in support of the application, saying that the applicants had been working hard with the World Heritage Site to continue showing the character of the original building, and had carried out a great job in highlighting the features of the building. Councillor Loveday Jenkin said that all of the proposed glazing was on the side away from the road, and would therefore impact on no-one, and that blinds would be used at night to prevent light pollution. Councillor Loveday Jenkin also said that the glazing would allow more light into the property and also allow for the occupants to enjoy the view, that the World Heritage Site did not object to this scheme, that the proposed extension was different, but not overbearing to the original building, and that the wood cladding worked better than stone as it delineated from the original building, and also reflected the industrial buildings that were originally in the yard.

During a debate, councillors noted that the building was very run down, and that it was now in a condition deemed to worth saving, and it appeared that this was part of the problem with the objections to the application. Councillors also said that the contrast between the new and old elements was interesting, but that the scale was huge, and more stone in the construction would be preferred, and that it would be nice if the link was stone faced, instead of wood.

Councillor Ball, seconded by Councillor M Thomas, proposed that the application be refused. The vote was tied, with 5 votes in favour and 5 against, so Councillor Clemens, as chairman, used his casting vote to refuse the application.

Land to the Rear of North Roskear Road, Camborne

Councillors voted to approve application PA25/02266 for permission in principle for the erection of a bungalow on land to the rear of North Roskear Road, Camborne.

Senior Development Officer Hannah England outlined the application, recommending that permission in principle be granted.

Mr Jose, a representative for the applicant, spoke in support of the application.

Councillor James Ball, the Electoral Division Member, raised concerns about highway access, as the lane was very narrow and was used by a lot of children to get to Rosemellin School, and the entrance road became very congested with school traffic. Councillor James Ball also said that it was likely that some trees would need to be removed from the site for the development to happen, and that as the land was narrow, the applicant could end up parking on North Roskear Road, adding to the congestion in the area.

During a debate, councillors noted that there was very little to object to at this stage of the application.

Councillor M Thomas, seconded by Councillor Boase, proposed that the application be approved. This was carried with 8 votes in favour, 1 against and 0 abstentions.
