The Planning Committee of Harrow Council met on Wednesday 25 June 2025, approving five planning applications and granting a certificate of lawful proposed development. Key decisions included the retrospective approval of two additional flats at Ionic Apartments, Bessborough Road, subject to a Section 106 agreement, and the removal of permitted development rights restrictions on a property at The Hollies, Oxhey Lane, which had been deferred from a previous meeting.
Ionic Apartments, 79 Bessborough Road, Harrow HA1 3DB
The committee granted retrospective planning permission for the retention of a three-storey building at 79 Bessborough Road, comprising 11 flats. This decision was made subject to a Section 106 legal agreement, which will secure an off-site affordable housing contribution of £192,320, a £1,500 contribution towards amending the traffic order for parking permit restrictions, and a £1,140 contribution towards children's play space. The committee noted that the two additional flats in the loft space were considered to provide a welcome boost to local housing stock and that, despite some concerns about the quality of living environment and internal floor space, the overall public benefit and the contributions secured justified the approval. The decision to approve was unanimous.
40 Sequoia Park, Pinner HA5 4DG
Permission was granted for routine maintenance tree works to a protected oak tree at 40 Sequoia Park. The proposal involved reducing the height and spread of the tree by two metres. The committee noted the tree was a magnificent specimen and agreed with the recommendation for good management. The decision to approve was unanimous.
26 Marsworth Avenue, Hatch End, HA5 4UB
A single-storey outbuilding in the rear garden of 26 Marsworth Avenue was granted retrospective planning permission. The outbuilding, to be used for storage and office space with toilet facilities, was deemed not to have a detrimental impact on the character and appearance of the host property or the Pinnerwood Park Estate Conservation Area. Concerns raised by neighbours regarding loss of privacy and visual amenity were addressed by the outbuilding's location and design. The decision to approve was unanimous.
4 Fairholme Road, HA1 2TN
The committee granted planning permission for the redevelopment of 4 Fairholme Road to create a three-storey building providing nine flats and new office space. This approval is subject to a Section 106 legal agreement that will restrict future occupiers from obtaining resident parking permits, along with contributions towards legal fees and a monitoring fee. The decision to grant permission was by majority vote, with some councillors abstaining due to aesthetic concerns about the development's appearance.
West Harrow Allotments, HA1 4HE
A certificate of lawful proposed development was granted for the placement of two 20ft storage containers at the West Harrow Allotments. These containers will be used for storing farming equipment for allotment users. The committee determined that the proposal complied with Class A, Part 12 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015, which allows for small ancillary buildings on local authority land. The decision to approve was unanimous.
The Hollies, Oxhey Lane, Hatch End, Pinner HA5 4AL
The committee granted planning permission for the removal of conditions 5 and 6 attached to a 1996 planning permission for a detached house at The Hollies. These conditions had restricted permitted development rights for extensions and alterations. The application had been deferred from a previous meeting, and the committee decided to grant permission contrary to the officer's recommendation for refusal. The committee's reasoning was that the officer's recommendation to refuse was considered unreasonable and that the proposed removal of restrictions would not cause significant harm to the character of the area, which is characterised by large, detached houses. The decision to grant permission was by majority vote.
