The Strategic Sites Committee of Buckinghamshire Council scheduled a meeting to discuss planning applications, primarily concerning the Wilton Park development in Beaconsfield. The committee was expected to review reserved matters for existing outline permissions and consider a new outline application for additional dwellings.
Here's a breakdown of the key items on the agenda:
Wilton Park Planning Applications
The committee was scheduled to review three separate planning applications relating to the Wilton Park site:
Phase 3 Reserved Matters (PL/24/3199/DE)
This application sought approval for reserved matters, including layout, scale, appearance, landscaping, and access within the site, for 37 dwellings, as part of Phase 3 of the Wilton Park development.
The report pack noted that outline planning permission had already been granted for the wider Wilton Park site, and this application aimed to ensure the detailed design aligned with the approved Design Code and other relevant policies.
The planning officer's recommendation was to defer and delegate approval to the Director of Planning and Environment, subject to conditions and the completion of a legal agreement to secure a Strategic Access Management and Monitoring Strategy (SAMMs) payment for the Burnham Beeches Special Area of Conservation (SAC).
Reserved Matters for 98 Dwellings (PL/24/3656/DE)
This application sought approval for reserved matters for 98 dwellings, relating to outline planning permission 17/01763/OUT.
As with the Phase 3 application, the primary considerations were layout, scale, appearance, landscaping, and access within the site. The planning officer's recommendation was the same as for the Phase 3 application: defer and delegate approval subject to conditions and a SAMMs payment for the Burnham Beeches SAC.
Outline Application for 96 Dwellings (PL/24/3889/OA)
This was an outline application (with all matters reserved except access) for up to 96 dwellings, including affordable housing, with associated public open space, parking, and landscaping. This application sought to add dwellings to the existing permission.
The planning officer's recommendation was to defer and delegate approval, subject to conditions and the completion of a legal agreement to secure contributions towards:
- Burnham Beeches SAC
- Affordable Housing
- Passenger Transport
- Travel Plan
- Biodiversity Net Gain
- Primary Healthcare
- Education
- Open space
The report pack stated that if a satisfactory legal agreement could not be completed, the application should be refused.
Other Items
The committee was also scheduled to:
- Appoint a Vice-Chairman.
- Approve the minutes of the Strategic Sites Committee meetings held on 16 April and 21 May 2025.
