Summary

The West Sub-Area Planning Committee of Cornwall Council met on 21 July 2025, and approved the demolition of a dwelling in Hayle, and the conversion of farm buildings in Redruth, while also delegating authority to the Chief Planning Officer for both. They also deferred a decision on the construction of houses in Redruth pending a site inspection, and refused permission in principle for a housing scheme in Helston.

Cove View, Riviere Towans, Hayle

Councillors voted to approve application PA25/00684 for the demolition of an existing dwelling at Cove View and its replacement with a larger three-bedroom house with parking to the rear, subject to conditions.

Councillor Rob Heslington, Electoral Division Member, had called the application to committee due to concerns about the scale of the proposal compared to a previous application that was refused in 2020. Objectors raised concerns about increased traffic, overlooking, loss of light, and the building's appearance.

The Principal Development Officer (AC) stated that the revised plans addressed earlier concerns by simplifying the building's form, using a lighter colour palette, reducing glazing, and lowering the building's height. He added that the hidden parking area would resolve previous concerns about increased residential use of the site.

The approval was subject to conditions including a scheme for bat and bird boxes, parking and turning areas, a construction traffic management plan, and details of external materials.

Land North West Of The Old Coach House, Fore Street, Redruth

The committee deferred application PA24/09801 for the construction of four dwellinghouses on land north west of The Old Coach House pending a site inspection.

Senior Development Officer (HE) had recommended that the application be refused, but Councillor Roger Tarrant, Electoral Division Member, supported the application, saying that it would improve the appearance of the site and enhance the town centre.

Councillors raised concerns about the scale and massing of the proposed development, the lack of outdoor space for residents, and the impact on an area of historic significance.

Calvadnack Farm, Calvadnack, Carnmenellis, Redruth

The committee delegated authority to the Chief Planning Officer to grant approval for application PA25/02725 for the conversion and extension of farm buildings at Calvadnack Farm to form a single dwellinghouse, subject to amendments and conditions.

Senior Development Officer (KL) had recommended that the application be refused, but Councillor Loveday Jenkin, Electoral Division Member, called the application to committee, saying that the landscape impact was acceptable.

The committee agreed to delegate authority to approve the application subject to the applicant agreeing to amend the plans to remove the glass canopy, patio and fence. Conditions were also imposed relating to time limits, plans, bat/bee/bird boxes, contaminated land, materials, boundary treatment, solar panels, rooflights, and water.

Land South Of Corner Cottage, Carleen, Breage, Helston

Councillors voted to refuse application PA25/02885 for permission in principle for a housing scheme of up to two dwellings on land south of Corner Cottage.

Senior Development Officer (MJ) recommended refusal, and Councillor Jay Hodgetts, Electoral Division Member, supported the application.

Councillors noted that the site was outside the development boundary for Carleen and located in a World Heritage Site1.

The Cuddy, Primrose Hill, Goldsithney, Penzance

The committee delegated authority to the Chief Planning Officer to grant planning permission for application PA25/00347 at The Cuddy, subject to conditions. The application was for a change of use of land to domestic and construction of a new garage incorporating a kitchen, dining room, lounge and living room, extensions to the principal dwelling and associated works.

Principal Development Officer (PG) recommended approval with conditions, but Councillor J Martin, Electoral Division Member, supported the views of the parish council, who were opposed to the application due to concerns regarding overdevelopment of the site.

The committee agreed to delegate authority to approve the application subject to conditions set out in the report and the amendment of condition 3 to include a Cornish hedge being reinstated on the south eastern boundary and the glazing on the north west elevation to be amended by removing the triangular sections of glazing.

Little Tresevern, Tresevern, Stithians, Truro

The committee delegated authority to the Chief Planning Officer to grant planning permission for application PA25/02738 at Little Tresevern, subject to conditions. The application was for the provision of a sand school2 riding surface with associated fence surround.

Development Officer (JB) clarified that the application was recommended for approval subject to the conditions set out in the report.

Councillor J Thomas, Electoral Division Member, urged the committee to either refuse the application or defer so that an alternative location could be explored.

The committee agreed to delegate authority to approve the application subject to the conditions set out in the report and the amendment of condition 4 to include 'No sound system shall be installed at or operated from the site at any time unless details have first been submitted to and approved in writing by the Local Planning Authority.'

Planning Appeals

The committee noted the list of planning appeal decisions received, of appeals lodged and dates of public inquiries.

  1. The Cornwall and West Devon Mining Landscape is a UNESCO World Heritage Site.

  2. A sand school is an enclosed area used for training horses.
