The Communities & Transport Scrutiny Committee of Stockport Council met on Thursday 24 July 2025 to consider the call-in of two executive decisions regarding the introduction of parking charges in the Heatons & Reddish and Central Stockport areas. The committee was also scheduled to appoint a member to a Scrutiny Review Panel.
Call-in of Executive Decision CMDHPL201 - 'Free to Charged parking - Heatons & Reddish'
The committee was scheduled to consider the call-in of Executive Decision CMDHPL201, which proposed the introduction of charges for several car parks in the Heatons & Reddish area. The report accompanying this decision outlined the rationale for introducing charges, including supporting Stockport's Climate Action Now plan, managing occupancy levels, and encouraging active travel. The proposal included the introduction of charges at Ashbrook Lane, Derby Range, Didsbury Road, Margaret Street, and Rupert Street car parks. Mitigation measures such as discounted contract and resident permits were also detailed. The decision had been called in by Councillors Jon Byrne, Asa Caton, and Rachel Wise.
Call-in of Executive Decision CMDHPL206 - 'Free to Charged parking - Central Stockport'
Similarly, the committee was set to review the call-in of Executive Decision CMDHPL206, concerning the introduction of parking charges in Central Stockport. This report also detailed the rationale for charging, aligning with the council's climate change objectives and aiming to manage parking demand. The proposed car parks for charging were Arnold Street, Arnold/Hardcastle Street, Green Street, and Hallam Street. Mitigation strategies, including discounted permits and a park-and-stride scheme for St. Georges Primary School, were also outlined. This decision had also been called in by Councillors Jon Byrne, Asa Caton, and Rachel Wise.
Scrutiny Review Panel - Appointment of Members
The committee was also scheduled to discuss the appointment of members to the Scrutiny Committee's Scrutiny Review Panel. It was proposed that Councillor Helen Hibbert be appointed to replace Councillor Angie Clark on the panel.
