The West Northamptonshire Council Non-Strategic Planning Committee met on 7 August 2025 to discuss several planning applications and related matters. The committee approved applications for 8 Stimpson Avenue, 6 Banbury Lane, and Linfield, Duncote Road, while refusing applications for 4 Ivy Road and 45 Greenfield Avenue, contrary to officer recommendations. Planning Decisions

2025/2211/FULL - 4 Ivy Road, Northampton
The committee refused an application for a change of use from a six-occupant house in multiple occupation (HMO) to a seven-occupant HMO. This decision was contrary to the recommendation of the Case Officer. Councillor Zoe Smith had called in the application, raising concerns about the impact on neighbouring residential amenity, the amenity of existing tenants, and potential exacerbation of existing parking and refuse issues.
2025/1687/FULL - 45 Greenfield Avenue, Northampton
The committee refused an application for a change of use from a dwelling house to a six-occupant HMO, contrary to the Case Officer’s recommendation. Councillor Adrian Cartwright had called in the application due to concerns about parking pressure and disability access.
2025/1789/FULL - 8 Stimpson Avenue, Northampton
The committee approved the application for a change of use from a dwelling house to a seven-occupant HMO, subject to conditions. Councillor Zoe Smith had called in the application, citing concerns about overdevelopment, impact on residential amenity, and parking. The conditions will be set out in the minutes.
2025/1439/FULL - 6 Banbury Lane, Byfield
The committee approved the application for a replacement two-storey rear extension, including roof windows and internal alterations, subject to requirements to be set out in the minutes. The application had been called in by former Councillor Jo Gilford, who raised concerns that it was contrary to Policy RA2 C i), ii), iii) and iv) of the Settlements and Countryside Local Plan (Part 2) For Daventry District.
2024/5092/FULL - Linfield, Duncote Road, Duncote
The committee approved the application for a two-storey extension, subject to conditions to be set out in the minutes.
2024/5554/FULL - The Poplars Farm, The Green, Scaldwell
The committee deferred a decision on the application for The Poplars Farm, The Green, Scaldwell, with reasons to be set out in the minutes.
