The Remuneration Sub-Committee (Appraisals) met on Thursday 14 August 2025. The meeting focused on procedural matters, including the election of a Chair and Deputy Chair, and the confirmation of previous minutes. The committee also conducted an exempt review of the Chief Executive's mid-point appraisal.
Election of Chair and Deputy Chair
The Sub-Committee elected Councillor Liz Leffman as Chair and Councillor Neil Fawcett as Deputy Chair for the 2025-26 Council Year.
Confirmation of Minutes
The minutes of the previous meeting, held on 14 August 2025, were approved and signed as an accurate record of proceedings.
Chief Executive's Mid-point Appraisal Review
The Sub-Committee resolved to exclude the public from the meeting for the consideration of the Chief Executive's mid-point appraisal. This decision was made in accordance with Schedule 12A of the Local Government Act 1972, as the discussion was likely to involve the disclosure of exempt information relating to a particular individual. The public interest in maintaining the exemption was considered to outweigh the public interest in disclosing the information. The appraisal was conducted in private.
The attendees at the meeting were Councillor Liz Brighouse OBE (Leader of the Opposition Group Labour & Cooperative), Councillor Gareth Epps (Cabinet Member for Transport), Councillor Neil Fawcett (Deputy Leader of the Council and Cabinet Member for Resources), Councillor Andy Graham, Councillor Liz Leffman (Cabinet Member for Highways Construction and Repair), Councillor James Robertshaw (Shadow Cabinet Member for Adults), and Colm Ó Caomhánaigh.
