Traffic Regulation Orders

Councillor Jennifer Warren, Portfolio Holder for Transport and Planning, approved several recommendations regarding proposed Traffic Regulation Orders (TROs) across Warwickshire. These orders involve changes to waiting restrictions and on-street parking. The statutory criteria for making decisions on TROs are detailed in Appendix A - Statutory Criteria.

District of Warwick

The Portfolio Holder approved the proposed TRO with some exceptions.

The recommendations approved were:

The decision on proposals for Priory Croft, Kenilworth was deferred to allow for further review and discussion, following opposition from residents Mr and Mrs Chatwin, who spoke at the meeting. They stated that the area was not dangerous, had no recorded incidents for at least 17 years, and that the proposal would displace vehicles and reduce accessibility for elderly residents. Councillor Richard Dickson, the local member for Kenilworth St John's, noted he had received correspondence from other residents expressing concerns about parking and access for emergency vehicles.

Borough of Nuneaton and Bedworth

Councillor Jennifer Warren approved the proposed variation order in part, excluding proposals relating to Croft Road and deferring action on Arbury Road.

Councillor Warren deferred action on Arbury Road, Nuneaton, following correspondence from a resident who stated they had not been informed about the local consultation and expressed opposition to the proposed extension of double yellow lines.

The proposals relating to Croft Road, Nuneaton were excluded from the order.

District of Stratford on Avon

Councillor Warren approved the proposed variation order in part, excluding proposals relating to Sandfield Road.

The recommendations approved were:

The decision on proposals for Sandfield Road was deferred, pending results of re-consultation on amendments reducing the length of proposed double yellow lines.

Rugby Borough Council Local Plan Consultation Response

Councillor Jennifer Warren approved the draft response to Rugby Borough Council's consultation on its Local Plan, as set out in the Rugby Borough Council Local Plan Consultation Response and authorised the Executive Director for Communities to finalise and submit the response on behalf of the County Council.

Councillor Adrian Warwick thanked officers for producing an exemplary document that reflected strong support for both parish councils and County Councillor residents. He raised concerns about the impact of development on the greenbelt and the need to ensure sustainability remained a central consideration in future development plans.

The Local Plan review Preferred Options consultation sets out a proposed development strategy for Rugby borough for the period 2024-45. Warwickshire County Council supports the objectives and emerging policies as set out in the consultation document.
