Councillor Andrew Gant, Cabinet Member for Transport Management, approved a series of measures concerning transport and parking across Oxfordshire, including new speed limits, parking restrictions, and bus service improvements. Key decisions included progressing the Cherwell Street Bus Service Improvement Scheme to construction, introducing new speed limits along the A4260 corridor, and implementing permit parking areas in Abingdon and Banbury. Additionally, the meeting addressed proposals for pedestrian and cycle zones, bus lane formalisation, and various traffic calming measures.
A4260 Corridor Speed Limits
New speed limits along the A4260 corridor between Kidlington and Banbury were approved. The changes include reductions to 50, 40, and 30mph on various stretches between Banbury and Shipton-on-Cherwell, as well as adjoining sections of the B4030 at Hopcrofts Holt, and the B4027 and A4095 at Bunkers Hill. A 60mph speed limit on the A4260 Oxford Road Northbound carriageway at Middle Aston was also approved.
Abingdon Parking Schemes
Two proposed permit parking areas in Abingdon were discussed and approved, with some measures withdrawn following consultation with residents.
Abingdon Centre North
The introduction of dual-purpose bays for paid parking and permit holders in Withington Court was approved, along with retaining existing single yellow line restrictions. Double yellow lines will be introduced on sections of Thesiger Road, Abbott Road and Oxford Road.
However, proposals for resident permit holder parking areas on several roads including Abbott Road, Aston Close, Bath Street (service road), Clifton Drive, Fitzharry's Road, Kingston Close, Letcombe Avenue, Nuneham Square, Stanford Drive, Sutton Close, The Holt, The Motte, and Thesiger Road were withdrawn.
Additionally, proposals for shared-use permit holders or 2-hour parking bays on Clifton Drive, Fitzharry's Road, Nuneham Square and Stamford Drive, as well as double yellow lines on parts of Boxhill Walk, Clifton Drive, Oxford Road, Oxford Service Road and Withington Court were also withdrawn.
Ock Street Area
The introduction of double yellow lines in Victoria Road and Exbourne Road was approved. Double yellow lines at the crossroads of Bostock Road and Mullard Way / Saint Michael's Avenue were also approved.
However, proposals for shared-use permit holders or 2-hour parking areas or bays on lengths of Bostock Road, Conduit Road, Edward Street, Exbourne Road, Mayotts Road, Meadowside, Mullard Way, Ock Street, Saint Michaels Avenue, Tower Close and Victoria Road were withdrawn.
Banbury Centre South Parking
The introduction of parking controls in Banbury Centre South was approved. This includes 'Residents permit holders parking only' on all days at all times in Britannia Road, Grove Street, Newland Place, Prospect Road, and Old Parr Road (between its junctions with Fairview Road & Calthorpe Road).
'Residents permit holders parking only bays' on all days at all times will be introduced on: Albert Street, Calthorpe Road, Old Parr Road, Broad Street, Marlborough Road, Marlborough Street, Dashwood Road, St John's Road, Newland Road and Britannia Road.
'Shared-use Permit holders or general 2 hours waiting No return within 1 hour' (Monday to Saturday, 8am-6pm) will be introduced on: Broad Street, Dashwood Road, St John's Road, Britannia Road.
'Pay & Display Maximum stay 2 hours, no return within 1 hour' (Monday to Saturday, 8am-6pm) will be introduced on: George Street, High Street and Calthorpe Street.
'No Waiting at Any Time' restriction (Double Yellow Lines) will be introduced on: Albert Street, Bolton Road, Beargarden Road, West Bar Street, Calthorpe Road, Old Parr Road, Prospect Road, St John's Road, Broad Street, Marlborough Road, Marlborough Place, Newland Road, Dashwood Road and Britannia Road.
Cherwell Street Bus Service Improvement Scheme
Councillor Andrew Gant approved the final scheme design for the Cherwell Street Bus Service Improvement Scheme, allowing it to progress to construction. He also delegated authority to the Director of Environment and Highways, Paul Fermer, to finalise the target cost and programme, and to award the construction contract to M Group Limited.
Market Place, Chipping Norton - Market Traders Permits
The introduction of 'No Waiting at Any Time' restrictions on sections of Market Place in Chipping Norton was approved. The current 2-hour restrictions on Market Place will be changed to restrict parking on Wednesdays to Market Traders only.
Water Eaton Lane, Gosford - Waiting Restrictions
New 'No Waiting at Any Time' restrictions (double yellow lines) were approved for Water Eaton Lane in Gosford. These will be on the east side, extending the existing double yellow lines east of the junction with Bicester Road, southwards to its junction with the access to 'Northfield Farm', and on the west Side, from the southern kerb line of Beagles Close, southwards for approximately 200 metres. Restrictions will also be placed on both sides of Beagles Close, from its junction with Water Eaton Lane, westwards for 15 metres, and on both sides of the access to 'Northfield Farm', from its junction with Water Eaton Lane, eastwards for 2 metres.
Market Street, Oxford - Permanent Pedestrian & Pedal Cycle Zone
The permanent removal/relocation of existing restrictions as part of the Experimental Traffic Regulation Order (ETRO) for Market Street in Oxford was approved. This includes making permanent the prohibition of motor vehicles (i.e. the Pedestrian and Cycle Zone) for Market Street, to be in operation at all times, with exemptions for Taxis, Private Hire Vehicles, Blue Badge Holders requiring drop-off/collection only, street legal Escooters, vehicles for loading in marked bays, and where access is required to off-street premises.
Permit Parking Eligibility Amendments
Amendments to parking permit eligibility in various Controlled Parking Zones1 (CPZs) in Oxford and Henley-on-Thames were approved. Exclusions from eligibility for resident's parking permits and residents' visitors' parking permits were approved for:
- Cowley Marsh – ten new properties at No.385 Cowley Road
- Cowley Central East – No.35 St Lukes Road
- Northway – No.57 Borrowmead Road
- Summertown – six new properties at No.39 South Parade
Inclusions in eligibility for resident's parking permits and residents' visitors' parking permits were approved for:
- Iffley – 'Isis Farmhouse'
- Henley on Thames – Nos.1-16 Church Avenue
Inclusions in eligibility for residents' visitors' parking permits only were approved for:
- Iffley – Nos.1-10 Krebs Gardens
A44 (Woodstock Road), Oxford - Bus Lane Formalisation
The formalisation of bus lanes on the A44 Woodstock Road between the Wolvercote & Peartree roundabouts and on the access road to Peartree Park & Ride facility was approved.
Coxwell Road, Faringdon - Highway Improvements
The introduction of parallel crossings consisting of a zebra crossing with an adjacent parallel priority cycleway on Coxwell Road was approved. The introduction of shared-use foot & cycle paths and bus stop clearways on Coxwell Road was also approved, as was the extension of the existing 30mph speed limit on Coxwell Road southwestwards to a point 145 metres southwest of its junction with Harrison Drive.
Charlotte Avenue & Elmsbrook Estate, Bicester - Bus Lane, Loading Bay & Speed Limit
A new 24-hour Bus Lane on Charlotte Avenue in Bicester was approved, along with the use of Automatic Number Plate Recognition (ANPR) cameras to enforce it. A new 'Goods Vehicles loading only' bay on the northern side of Charlotte Avenue was also approved, as was the formalisation of the currently signed 20mph speed limit within the 'Elmsbrook' residential estate.
Grove Airfield Development - 20mph Speed Limits
The introduction of a 20mph speed limit on all roads within the wider 'Grove Airfield' residential development was approved.
Railway Lane, Littlemore - 20mph Speed Limits and Traffic Calming
The introduction of a 20mph speed limit on the new road accessing the residential development, leading north-westwards from Railway Lane in Littlemore, was approved. The construction of two Speed Cushion traffic calming features on Railway Lane was also approved.
