The Strategic Development Committee was scheduled to meet on 9 September 2025 to discuss a planning application concerning solar panels at 36 New Barn Street. The committee was also scheduled to confirm the minutes of their previous meeting and to note the advice from the Head of Legal Services regarding the determination of planning applications.
36 New Barn Street
The committee was scheduled to consider a Section 73 application relating to 36 New Barn Street, Plaistow, London, E13 8JY. The application sought to vary condition 2 (Approved drawings and documents) of planning permission 21/03040/LA3, which granted permission for the demolition of existing buildings and the erection of two blocks comprising 32 residential units.
The proposed variation involved reducing the number of PV solar panels and increasing their surface area and performance on the roofs of Block A and Block B. The report pack stated that these modifications were proposed to meet PassivHaus design standards1. The report pack also stated that roof top ecology planters were proposed to be installed around the PV solar panels, with 40.42sqm of planter area for Block A and 36.86sqm for Block B. The ecology planters would include a London Wildflower Seed Mix and sedum to attract biodiversity.
The report pack stated that the Director of Planning and Development recommended approval of the application, subject to conditions and a Section 106 agreement2. The heads of terms for the Section 106 agreement included:
- A zero carbon contribution of £34,200.
- A car parking permit free agreement.
- 3 year free Car Club membership and £50 driving credit for each residential unit.
- Newham residents to occupy 35% of construction phase jobs.
Other Matters
The committee was also scheduled to:
- Note apologies for absence.
- Receive declarations of interest from members.
- Approve the minutes of the meeting held on 15 July 2025.
- Note advice from the Head of Legal Services regarding determining planning applications.
- Receive announcements from Councillor Rachel Tripp, Chair of Strategic Development Committee.
- Note that the next meeting would be held on 23 October 2025.
