The Appointments Committee of Lincolnshire County Council met on 18 September 2025 to discuss the recruitment and selection of a new Chief Executive. The meeting was scheduled to be held in Committee Room One, County Offices, Newland, Lincoln Lincs LN1 1YL. The committee was also scheduled to review the minutes of their previous meeting.

Recruitment of Chief Executive

The main item on the agenda was the recruitment and selection of a new Chief Executive for Lincolnshire County Council. Councillor S Matthews, Leader of the Council, was scheduled to chair the meeting. According to the agenda, the committee was expected to receive an exempt report from Tony Kavanagh, Assistant Director – HR and Organisational Support, regarding the recruitment process. The report itself was not included in the public report pack, as it was considered exempt information under Section 100 (A)(4) of the Local Government Act 1972¹.

Minutes of the Previous Meeting

The committee was also scheduled to review and approve the minutes from their meeting held on 28 July 2023. At that meeting, with Councillor M J Hill OBE as chair, the committee considered the recruitment to the post of Executive Director - Adult Care and Community Wellbeing. The committee resolved to approve the appointment of a candidate, subject to satisfactory references, health check, right to work checks, and a Disclosure and Barring Service check. The Chief Executive was authorised to notify each member of the Executive of the proposal to appoint the candidate, and to make decisions as to whether the conditions specified had been fulfilled.
