The Executive of Lincolnshire Council decided to approve the procurement of mains gas for the Council's corporate property portfolio via the ESPO Energy Framework on 01 September 2026. The decision also approved the award of a new call-off contract under this framework for the period 1 April 2027 to 31 March 2031, with an indicative value of £3.0 million to £3.5 million. Authority was delegated to the Executive Director for Resources, in consultation with the Executive Councillor for Community Engagement, to finalise contractual arrangements and oversee implementation.

The Executive of Lincolnshire Council decided on 01 September 2026 to approve the reallocation of £5.348m from the Contingency budget to fund spend within service budgets. The Executive also noted the forecast outturn position for revenue and capital, the updated reserve statement, changes to the revenue budget and capital programme made under delegated powers, and the contents of the Treasury Management Performance report. The approved reallocation will fund high-cost secure placements within Children's Social Care, SEND workforce stabilisation, IT invest-to-save business case implementation costs, emPSN ICo wind-down costs, costs for hosting Stage 1 of the 2026 Tour of Britain, and a contribution to Harrowby United's stadium pitch conversion.

The Executive of Lincolnshire Council considered and noted the Council Plan Performance Framework for 2026-27 Quarter 1 on 01 September 2026. The Executive approved recommendations regarding performance for the first quarter of the 2026-27 financial year.

The Executive decided to approve a change to the Council's appointment to the Greater Lincolnshire Combined County Authority on 01 September 2026. Councillor P Lock was appointed as a named substitute for Councillor S Matthews.

The Executive approved the acceptance of £416,972.73 in funding for the FE Teacher Industry Exchange - Construction Skills project and delegated authority to the Director of Strategy and Operations to sign funding agreements. The Executive also noted that a draft delivery plan had been submitted to the Department for Education. This decision was made on 05/08/2026.

The Executive Councillor for Children's Services approved that an Edge of Care Service will no longer be commissioned after its current contract ends on 30th June 2026. Authority was delegated to the Executive Director for Children's Services, in consultation with the Executive Councillor, to take necessary decisions to progress this. This decision was made between 11-15 May 2026.

The Executive Councillor for Highways and Transport approved the proposed waiting restrictions on Hedge Lane in Witham St Hughs. This decision was made between 22 May - 3 June 2026.

The Executive Councillor for Highways and Transport approved the proposed revocation of waiting restrictions on Cherry Walk in Boston. This decision was made between 26-30 June 2026.

The Environment Scrutiny Committee noted amendments to the Lincolnshire Minerals and Waste Local Plan Proposed Submission Version and the Site Assessment Report. These amendments were made to reflect new appendices, tables, updated population figures, and correct drafting and formatting errors.
