The Planning Sub-Committee of Croydon Council met on Thursday, 4 April 2024, to consider a planning application for extensions at 202-204 Beulah Hill, Upper Norwood. The committee ultimately resolved to grant the application after a discussion that included objections from a resident and input from the ward councillor.

The committee granted planning permission for the erection of single-storey rear and side extensions with raised terraces at 202-204 Beulah Hill, Upper Norwood, SE19 3UX. The decision was made after a debate that considered the design, materials, and potential impact on neighbouring properties.
During the discussion, concerns were raised about the height of the rear extension, its block-like appearance,
and the suitability of render as a material, with suggestions that brick would be more in keeping with the area's character. Members also discussed the distance between the proposed development's windows and those of neighbouring properties, with some suggesting that 50 metres was sufficient and that screening could mitigate any issues. There was also a concern that the two semi-detached houses might be used as a single property.
Councillor Ian Parker proposed granting the application, seconded by Councillor Clive Fraser. The motion was carried with five votes in favour and one against. The application was supported by Safraz Gani, while Christopher Whitehouse spoke in objection. Councillor Claire Bonham, the Ward Councillor for Crystal Palace and Upper Norwood, also addressed the committee with her views. Officers noted that while there isn't a specific suburban design guide for residential extensions, guidance was taken from Croydon's development plan, specifically DM10, which relates to the design and character of developments. They also pointed to a similar rendered extension with roof lights at 190 Beulah Hill, located three houses away, as a precedent for the use of render. The committee decided that a site visit would not be beneficial, as the plans provided a clear representation of the finished development.
