The Planning Sub-Committee of Croydon Council met on Thursday, 18 April 2024, to consider two planning applications for residential extensions. Both applications, located at 11 Forrest Gardens in Norbury and 100 Downs Road in Coulsdon, were granted permission by the committee. The committee also noted the weekly planning decisions made under delegated powers.
Planning Applications for Decision
11 Forrest Gardens, Norbury, London, SW16 4LP
The committee granted planning permission for the erection of an upward extension, two-storey side and rear extensions, and the conversion of a garage at 11 Forrest Gardens. The proposal also included alterations to the roof with dormers and rooflights, changes to fenestration, hard landscaping, and the provision of two off-street parking spaces in the front garden.
During the discussion, members noted that while the existing building had character, the proposed development, including white rendering, was considered to match neighbouring properties. Concerns were raised about the colour of the proposed roof tiles (grey instead of red) and the potential for overlooking, although obscure windows were to be used. The committee was informed that the changes to the design during the application process were aesthetic rather than material considerations, and objectors were not re-consulted. The application was deemed policy compliant, and the decision to grant permission was carried with four votes in favour and two against.
100 Downs Road, Coulsdon, CR5 1AF
Planning permission was granted for the retrospective application to erect a two-storey outbuilding to provide ancillary accommodation at 100 Downs Road. The committee acknowledged that the built development differed from a previously approved scheme, being 0.5m higher with increased massing, a more prominent roof, and the addition of a canopy. However, it was determined that the outbuilding remained subservient to the host property and had been moved further from the rear boundary.
A key condition for this permission is that the outbuilding is strictly for residential domestic use only, with enforcement action to be taken if this condition is breached. The committee found the design to be in keeping with the local area and policy compliant. The decision to grant permission was unanimous, with six members voting in favour.
