Thanet District Council is scheduled to meet on 9 October 2025 to discuss a range of issues, including motions related to parking, climate change, and the sanctuary movement, as well as the annual treasury management review and the composition of committees. Councillors will also consider revoking the First Homes Interim Policy Statement and addressing a vacancy on Birchington Parish Council.
Notice of Motion Regarding the Off-Street Parking Places Order
A notice of motion will be introduced asking the council to consider amending the Off-Street Parking Places Order to allow controlled overnight parking for self-contained motorhomes and caravans in designated council-owned car parks. The motion suggests a pilot scheme within 12 months, consultation with local businesses and organisations such as CAMpRA1, and a review after 12 months.
Notice of Motion Regarding Climate Change
The council is scheduled to discuss a notice of motion reaffirming its commitment to addressing climate change. The motion expresses concern over Kent County Council's decision to rescind its climate emergency declaration and reinforces Thanet District Council's commitment to a sustainable, low-carbon future.
Notice of Motion Regarding the Sanctuary Movement
A notice of motion will be introduced requesting that the council adopt City of Sanctuary principles, promoting Thanet as a welcoming, inclusive, and safe place for all, while also encouraging community cohesion and celebrating diversity.
Annual Treasury Management Review 2024/25
The council is scheduled to review its treasury management activities for the 2024/25 financial year. This includes a review of capital expenditure, borrowing, and investments. The council will note the actual prudential and treasury indicators and approve the Annual Treasury Management Report for 2024/25. The report pack includes several annexes:

Revoking the First Homes Interim Policy Statement
The council will consider revoking the First Homes Interim Policy Statement, which was adopted in July 2022. This recommendation is based on changes to the National Planning Policy Framework2 and a determination that the provision of First Homes no longer meets a local need.
Birchington Parish Council
Following the resignation of Councillor Marcel Pooke from Birchington Parish Council, the council will discuss how to proceed, given that the Parish is not properly constituted into separate wards. Councillors will consider exercising their discretionary power to call an election for all seats in both Birchington North and Birchington South wards.
Composition of Committees, Panels and Boards
The council is scheduled to agree on the number and size of committees, panels and boards for the remainder of the municipal year. This follows the resignation of Councillor Worrow, the disbandment of the Thanet Independents Group, and Councillor Yates changing from a Labour Group member to a member of the Green and Independent Group. Councillors will consider two options to achieve proportionality between groups and note group nominations to committees, panels and boards. The report pack includes two annexes:

Questions from the Press and Public, and Questions from Councillors
The council will receive questions from the press, public and councillors. According to the agenda, under Council Procedure Rule 13.6, the Chair will invite members of the press and public to put their question to the Member named in the notice. If the questioner is not present, the question will not be put and shall be answered in writing.
