The Planning Sub-Committee (2) of Westminster Council was scheduled to meet on 14 October 2025 to discuss several planning applications. The meeting was to include discussion of applications for work on Blandford Street, Cumberland Street, and Grosvenor Crescent Mews.
Grosvenor Crescent Mews
The committee was scheduled to consider an application concerning 32 Grosvenor Crescent Mews, a Grade II listed building within the Belgravia Conservation Area.
Planning permission and listed building consent were being sought for demolition, rebuilding and facade retention of 32a and 32 Grosvenor Crescent Mews, to create two self-contained residential dwellings. The plans also included a replacement mansard roof, the creation of a lightwell and courtyard, and a single storey basement, with associated alterations to the facade and landscaping.
According to the Public Reports Pack, the key considerations related to:
- The acceptability of the loss of Class E floorspace1 and the provision of residential accommodation in land use terms.
- The acceptability of the proposed dwellings in terms of their size, quality and accessibility.
- The impact of the proposals upon the character and significance of the listed building and the surrounding Belgravia Conservation Area.
- The acceptability of the proposals in energy and sustainability terms.
- The impact of the proposals upon the amenity of neighbouring occupiers.
- The acceptability of the proposed basement development.
- The acceptability of the proposals in highways terms.
- The acceptability of the proposals in terms of flood risk.
The Director of Town Planning & Building Control made a recommendation to grant conditional planning permission and listed building consent.
Blandford Street
The committee was scheduled to discuss two separate applications for 63 Blandford Street, a Grade II listed, four-storey dwellinghouse within the Portman Estate Conservation Area[^3]. Both applications were submitted by Ms Marly Didizian.
One application sought permission for:
- Erection of a mono-pitched and sheer roof extension with two sash windows and a single timber door to the rear.
- Raising the chimney height by 330mm.
- Installation of six over six pane slimline double glazed timber sash windows.
- Installation of new roof top photovoltaic panels.
- Associated internal alterations.
The other application sought permission for:
- Erection of a mansard roof extension with three new front dormers and two rear dormers (one dormer window and one dormer door).
- Raising height of chimney by 330mm.
- Installation of 6 over 6 pane slimline double glazed timber sash windows.
- Installation of photovoltaic panels at roof level.
The key considerations for both applications, as detailed in the Public Reports Pack, included:
- The impact of the proposal on the listed building.
- The impact of the proposed works on the character and appearance of the Portman Estate Conservation Area and the setting of other nearby designated heritage assets.
- The impact of the proposal on the amenity of neighbouring residential properties.
- Sustainability.
The Director of Town Planning & Building Control recommended that both planning permission and listed building consent be refused for both applications on design and heritage grounds.
Cumberland Court Cumberland Street
The committee was scheduled to consider a retrospective application for Cumberland Court, Cumberland Street for the:
Retention of metal staircase within lightwell including gate on the Cumberland Street side of Cumberland Court to provide a secondary means of fire escape from basement to street level.
The key considerations, according to the Public Reports Pack, were:
- The acceptability of the proposed gate and staircase in design terms.
- The impact of the proposed gate and staircase on the character and appearance of the Pimlico Conservation Area and the setting of other nearby designated heritage assets.
- The impact on the amenity of neighbouring residential properties.
- The impact on the fire safety on the application building.
- The impact on the security of the residents.
The Director of Town Planning & Building Control recommended that conditional permission be granted.
