The Communities & Transport Scrutiny Committee is scheduled to meet on 13 October 2025 to discuss a number of topics, including call-ins related to the free to charged car park policy, an Equalities, Diversity and Inclusion update, an anti-poverty update, the One Stockport Active Communities Strategy 2022-2030 implementation progress, a Gambling Policy, a Moving Traffic Offences Policy, and a Home Charging Policy Statement.
Free to Charged Car Park Policy
The committee is scheduled to consider a report from the Assistant Director for Governance (Monitoring Officer) regarding the governance surrounding the free to charged car parks policy, following a referral from the Central Stockport Area Committee.
In addition, the committee is scheduled to discuss several call-ins of executive decisions related to the implementation of the free to charged parking policy in various areas:
- Werneth: The call-in of executive decision CMDHPL236, relating to off-street parking places orders, has been called in by Councillors Jon Byrne, Christine Carrigan and Helen Hibbert.
- Heatons and Reddish: The call-in of executive decision CMDHPL237, relating to off-street parking places orders, has been called in by Councillors Jon Byrne, Dean Fitzpatrick and Rachel Wise.
- Cheadle: The call-in of executive decision CMDHPL238, relating to off-street parking places orders, has been called in by Councillors Jon Byrne, Christine Carrigan and Helen Hibbert.
- Stepping Hill: The call-in of executive decision CMDHPL239, relating to off-street parking places orders, has been called in by Councillors Jon Byrne, Christine Carrigan and Helen Hibbert.
- Marple: The call-in of executive decision CMDHPL240, relating to off-street parking places orders, has been called in by Councillors Jon Byrne, Christine Carrigan and Helen Hibbert.
- Bramhall & Cheadle Hulme South: The call-in of executive decision CMDHPL166, has been called in by Councillors Jon Byrne, Christine Carrigan and Peter Crossen.
- Central Stockport: The call-in of executive decision CMDHPL242, relating to off-street parking places orders, has been called in by Councillors Jon Byrne, Paul Wright and Wendy Wild.
Moving Traffic Offences Policy
The committee is scheduled to discuss the proposed Moving Traffic Offences Policy. According to the report pack, the council can apply to the Department for Transport for the powers to enforce moving traffic offences. The report pack includes several appendices relating to the policy:

Gambling Policy - Statement of Licensing Principles 2025 - 2028
The committee is scheduled to discuss the review, consultation, and publication requirements for the Gambling Act 2005 Statement of Principles of Licensing 2025-2028 (The Policy). The Gambling Act 2005 sets out the law relating to gambling in the UK1.
One Stockport Active Communities Strategy 2022-2030 Implementation Progress
The committee is scheduled to receive an update on the progress, challenges, and outcomes of the One Stockport Active Communities Strategy 2022-2030, also known as Stockport Moving Together. The committee is invited to comment on the progress, acknowledge the challenges in facilitating change for residents experiencing complex inequality, note opportunities to improve outcomes, and endorse the continuation of a whole systems methodology for the strategy.
Equalities, Diversity and Inclusion Update
The committee is scheduled to receive an update on the council's commitment to Equality, Diversity and Inclusion (EDI) within the workforce and the community. The committee is invited to share comments and feedback on the plans, progress, and achievements made in the past 12 months.
Anti-Poverty Update
The committee is scheduled to receive an update on anti-poverty activity since the previous report to the committee on 2 September 2024. The committee is invited to note and comment on the report.
Home Charging Policy Statement
The committee is scheduled to discuss the Home Charging Policy.
