The Strategic Development Committee of Newham Council was scheduled to discuss several significant planning applications and reports. Land South of Gallions Reach, Beckton, London E6 7FB
The committee was scheduled to consider two applications related to the land south of Gallions Reach in Beckton. The first application, 24/00990/FUL, sought comprehensive remediation and site preparation works, including flood defence enhancements, to enable future mixed-use development of Beckton Gasworks. The second application, 24/00989/OUT, sought outline planning permission for a mixed-use development across two sites. This included new homes (Use Class C3), flexible non-residential uses (Use Classes E, F2, and sui generis), an energy centre, public open space, and associated parking. The report recommended approval for both applications, subject to the completion of legal agreements and various conditions.
Timber Yard, Ashburton Terrace, Plaistow, London, E13 0AL
A proposal for the demolition of an existing structure and redevelopment of the Timber Yard site in Ashburton Terrace, Plaistow, was scheduled for discussion. The plans included the erection of a part-nine, part-seven, part-six storey building with flexible commercial floorspace (Class E) at ground level and a large-scale purpose-built shared living scheme (sui generis) on the upper floors. Landscaping works, access improvements, and associated works were also part of the application. The report recommended approval, subject to the completion of a legal agreement and conditions.
The Arcelor Mittal Orbit, 3 Thornton Street, Queen Elizabeth Olympic Park, London E20 2AD
The committee was due to consider a cross-boundary application for detailed planning permission for the installation of a launch platform to the existing ArcelorMittal Orbit structure within Newham. This would be accompanied by the construction of a return tower within the London Borough of Tower Hamlets to support a new zip line visitor attraction. The report recommended approval, subject to conditions.
Developer Contributions Annual Report 2024/25
The committee was scheduled to receive an overview of developer contributions activity during the 2024/25 financial year. This included information on financial matters related to secured, received, allocated, and spent funds from both the Community Infrastructure Levy (CIL) and Section 106 agreements. Additionally, a report on London City Airport's compliance with its planning controls, as required by its deed of planning obligation, was to be presented. The recommendation was for the committee to note the information.
London City Airport's 2024 Annual Performance Report
As part of the S106 Agreement, London City Airport is required to submit an Annual Performance Report (APR). The committee was to receive a review of the 2024 APR, which detailed the airport's performance against planning conditions and S106 Agreement obligations. The report indicated that the airport claimed full compliance with its planning controls during 2024, with particular attention given to noise, air quality, flight numbers, and local employment targets.
The meeting also included standard agenda items such as apologies, confirmation of previous minutes, and declarations of interest. The date of the next meeting was scheduled for 11 November 2025.
