The Planning Committee of Barking and Dagenham Council discussed and reviewed the minutes from the previous meeting held on 15 October 2025. The committee also addressed concerns regarding car parking and odour.
Beam Park Phase B Reserved Matters Application
The committee reviewed a reserved matters application for Phase B of the Beam Park development, which will provide 405 new homes, comprising 341 flats and 64 houses. The development proposes 51% affordable housing, with 12% designated for London Affordable Rent and 40% for Shared Ownership. The scheme was noted for its high-quality design, compliance with outline planning parameters, and provision of green spaces and play areas.
During the discussion, Councillor Muhib Chowdhury raised concerns about odours in the area, which were noted as an environmental protection matter outside the scope of this planning application. Councillor Geddes inquired about waste vehicle reverse distances, with officers explaining that while there was a minor transgression, safe alternative options were available. Concerns about car parking were also raised, with the applicant's representative, Rhiannon Ricketts, Senior Development Manager at Vistry, explaining that transparency regarding parking limitations would be provided to prospective residents through sales literature and welcome packs, in line with the New Homes Quality Code. Manu, a transport planner from WSP, confirmed that the 111 parking spaces, including 13 disabled bays, were within the overall provision.
The application was recommended for approval subject to the Environment Agency withdrawing its objection regarding flood risk data. The committee voted in favour of the recommendation.
