The Cabinet of Hammersmith and Fulham Council met on Monday 10 November 2025, approving key decisions regarding housing repairs and the establishment of a new housing company. The meeting focused on extending existing contracts, outlining future procurement strategies for housing maintenance, and formalising the creation of a wholly-owned housing company to increase affordable housing options.

Extension and Variation of the Repairs and Maintenance South Area Contract

The Cabinet approved the extension of the Repairs and Maintenance South Area Contract with Mears Ltd for two years, from 1 August 2025 to 30 July 2027. This extension will ensure the continued provision of responsive repairs, void works, and planned component replacements for housing-owned properties in the London Borough of Hammersmith and Fulham (LBHF). The existing contract allows for this extension, and a variation to the contract value was also approved. This decision aligns with the council's commitment to maintaining its social housing stock and ensuring residents have safe and well-managed homes.

Procurement Strategy for Housing Repairs 2027

A significant decision was made to approve the procurement strategy for housing repairs, set to commence in August 2027. This strategy aims to continue the recovery and improvement of the repairs service, covering day-to-day repairs, void works, emergencies, and communal areas. It will also include the procurement of specialist contractors for damp and mould issues, as well as the general maintenance of windows, drainage, doors, and roofs. The strategy is designed to enhance the resident customer journey and provide long-term stability for the repairs supply chain. The procurement will comply with the Procurement Act 2023 and the Council's Contract Standing Orders (CSOs). The strategy also emphasises social value, with 10% of the quality weighting dedicated to this aspect, focusing on supporting local businesses, skills development, and environmental sustainability.

Update on Housing Company

The Cabinet approved the establishment and incorporation of a wholly-owned Housing Company. This decision follows the previous approval of an Outline Business Case (OBC) in November 2024. The new company's strategic direction, as summarised in its draft Business Plan, will focus on refurbishing void council-owned properties and exploring opportunities to acquire additional homes. The plan indicates the potential to deliver up to 30 homes in its first year, starting with three disused blocks identified as pilot schemes. The Cabinet also approved the provision of a loan facility to finance the company's initial operations and refurbishment projects. Authority was delegated to the Cabinet Member for Finance and Reform to finalise the terms of this loan facility and to authorise the transfer of underutilised assets to the company. Service Level Agreements will be negotiated to support the company's operations, ensuring alignment with the council's values and its commitment to addressing the climate and ecological emergency. The council will receive regular progress updates on the company's performance.
