The Harrow Council Planning Committee met on Wednesday 19 November 2025, approving three planning applications. The committee granted permission for the replacement of portacabins at Harrow Arts Centre, the creation of additional flats at 41-43 Station Road, and the demolition and replacement of a teaching block at Park High School.
Harrow Arts Centre, 171 Uxbridge Road, Hatch End
The committee unanimously granted planning permission for the replacement of two existing portacabins, named 'Weald' and 'Grimsdyke', at the Harrow Arts Centre with two new modular portacabins. The existing structures were deemed to be past their usable date and unsafe. The new portacabins will provide level access, meeting Disability Discrimination Act (DDA) requirements, and will facilitate new community uses. The proposal was considered to preserve the setting of the nearby Grade II listed Elliott Hall. Councillor Simon Brown declared a non-pecuniary interest as an occasional user of the Harrow Arts Centre.
41-43 Station Road, Harrow
Planning permission was unanimously granted for the creation of an additional storey at 41-43 Station Road, Harrow, to provide five new self-contained flats. The existing two-storey flat within the building will also be reconfigured into a single self-contained flat, resulting in a total of six flats. The proposal includes external alterations such as a new brick finish facade and window replacements, along with the provision of internal bin and cycle storage accessed from the rear service road. The decision was subject to a legal agreement to secure a resident permit restricted
development, meaning future occupiers will not be entitled to apply for resident or visitor parking permits. This agreement also includes a financial contribution of £1,567.50 to amend the Traffic Management Order. Councillor Nitin Parekh asked detailed questions about refuse collection arrangements, and the committee noted that while there were objections regarding overdevelopment and parking, the proposal was considered to improve the appearance of the building and provide much-needed housing units.
Park High School, Thistlecroft Gardens
The committee unanimously granted planning permission for the demolition of an existing teaching block at Park High School and its replacement with a new teaching block. The existing building is unusable due to subsidence. The proposed replacement building will be two-storey, featuring a brick finish at ground floor level and timber-effect cladding at the first floor, with an over-sailing roof. The design was described as attractive and an improvement on the existing structure. The new building will provide nine classrooms, toilets, a staffroom, and an office, with improved level access. Councillor Marilyn Ashton declared a non-pecuniary interest as she sits on a board that meets annually concerning the school. The decision was made subject to conditions, including the submission of a demolition and construction method statement. The design officer had raised concerns about some of the proposed external materials, recommending amendments, but the committee ultimately found the design acceptable, noting it would be a significant improvement and largely not visible from outside the school grounds.
