The Blue Badge Appeals Panel met on Friday 28 November 2025 to consider appeals against the refusal of Blue Badges. The panel heard one appeal, which was withdrawn due to new evidence. The meeting also confirmed the minutes of the previous meeting and agreed to exclude the press and public from discussions relating to individual appeals.
Blue Badge Appeals
The panel considered Appeal No. 1 against the refusal of a Blue Badge. However, this appeal was withdrawn by the appellant as new evidence had been received by the Concessionary Travel team. The panel's procedure for appeals, outlined in the BLUE BADGE APPEALS PANEL - Guide to procedure Nov 2025, states that the panel's role is to audit the process and not to reassess medical eligibility. If procedural irregularities are found, cases are referred back for reassessment. If the process is deemed sound, the original decision is upheld.
The minutes of the previous meeting, held on 24 October 2025, were agreed as a correct record. The panel also resolved to exclude the press and public from the meeting, in accordance with Section 100(A)(4) of the Local Government Act 1972, due to the likely disclosure of exempt information relating to individual appellants. Councillor Helen Grocott chaired the meeting, with Councillor Peter Herlinger, Councillor Anita Schaper, and Councillor Thay Thayalan also in attendance. Councillor Diane White was absent.
