Open Council Network is an independent organisation. We report on Oldham and are not the council. About us
The Place, Economic Growth and Environment Scrutiny Board endorsed the publication of the Biodiversity Duty Report and the Princes Gate development update. The Board also endorsed the proposal to undertake statutory consultation on the establishment of an Oldham Mayoral Development Corporation (MDC).
Biodiversity Duty Report
The Scrutiny Board considered and endorsed the Biodiversity Duty Report (2026) for publication on the Council's website. This action fulfils the Council's legal duty under section 40A of the Natural Environment and Rural Communities Act 2006, which requires the publication of such reports every five years to protect and restore areas of wildlife. Members sought clarification on whether there was a set number for biodiversity gains, with officers explaining that this would depend on future development proposals. They also confirmed that the Biodiversity Net Gain (BNG) requirement is in line with existing policy, not an additional imposition.
Princes Gate – Development Update (St Mary's)
The Board endorsed the Princes Gate development update and approved the Council entering into the necessary Grant Funding Agreements. This decision allows for the commencement of the development of 331 new homes at Princes Gate. During the discussion, members inquired about contract management review minutes for major projects, with officers stating they would liaise with the Chair. They also sought access to part B
reports, which are currently sensitive but will be made public once agreed, with a review planned for the 2026/27 municipal year.
Consultation on the Establishment of an Oldham Mayoral Development Corporation
The Scrutiny Board endorsed the proposal to undertake statutory consultation on the establishment of an Oldham Mayoral Development Corporation (MDC). Members raised questions regarding the scope of the red line
area, which encompasses a mix of regeneration and new build projects. Clarification was also sought on funding, with officers noting it would not be new money but would leverage private sector investment and collaboration with the Greater Manchester Mayor. Concerns about Council control were addressed by explaining that the MDC would insulate decisions from political uncertainty, with political representation on the Board alongside independent expertise. The consultation process, including resident feedback, was also discussed.
Work Programme
The Scrutiny Board noted its Work Programme for 2025/26.
Key Decision Document
The Board noted the Key Decision Document, which outlines key decisions scheduled for Cabinet meetings on 23rd March 2026 and future meetings.
Rule 13 and 14
The Board noted three decisions made under Rule 14: the Economic Development and Regeneration - Flexible Grant Acceptance, the Greater Manchester Empty Homes and Leasing Programme – Acceptance of Funding, and the Local Authority Housing Fund (LAHF) – Acceptance of Funding.
