The Planning Committee B of Lewisham Council met on Thursday, 12 February 2026, to discuss several planning applications. The meeting's agenda included proposals for a property at 83 Arbuthnot Road, and for three residential blocks at Pagoda Gardens: 1-20, 41-60, and 61-80.
83 Arbuthnot Road, London, SE14 5NP
The committee was scheduled to consider a planning application for 83 Arbuthnot Road, SE14, which sought partial retrospective planning permission for various works. These included a single-storey lower ground floor rear and side infill extension, an extended raised patio, a rear dormer roof extension, conservation-style rooflights, replacement windows, and the deconversion of the property from two flats back into a single-family dwellinghouse. The application was brought before the committee due to more than ten valid objections received.
The report pack detailed the site's location within the Telegraph Hill Conservation Area and noted previous planning history, including a granted permission in 2021 and a subsequent refusal and appeal decision regarding a rear roof extension. It also outlined an enforcement history that led to the quashing of an enforcement notice. The proposals involved modifications to a raised patio, with a reduction in height, and the introduction of privacy screening. Discussions were scheduled to cover the principle of development, urban design and heritage impacts, and the living conditions of neighbours. The officer's recommendation was for approval.
Pagoda Gardens Applications (1-20, 41-60, and 61-80)
The committee was also scheduled to discuss three related planning applications for the residential blocks at 1-20, 41-60, and 61-80 Pagoda Gardens, SE3. These applications sought full planning permission for the installation of replacement windows, curtain wall glazing, doors, roof works, and the replacement of balustrades and balcony panels across all three blocks. Each of these applications had received more than ten valid objections.
The reports for these applications described the blocks as purpose-built five-storey residential buildings located within the Blackheath Conservation Area. The proposals aimed to improve the weather tightness and thermal performance of the buildings, thereby reducing heat loss and carbon emissions. The planned works included replacing existing windows and doors with double-glazed uPVC units, installing new curtain wall glazing with black aluminium frames, replacing roofing systems, and refurbishing or replacing balcony panels and balustrades. The officer's recommendation for each of these applications was for approval.
The discussions for each Pagoda Gardens application were scheduled to cover the principle of development, urban design and heritage assets, impact on adjoining properties, sustainable development, and the natural environment. The reports noted that while objections were received, including concerns about design, harm to the conservation area, and impact on neighbours, officers considered the proposals acceptable and in keeping with the character of the buildings and the Blackheath Conservation Area. The sustainability benefits of upgrading the building fabric were also highlighted as a planning merit.
