The Audit, Risk and Governance Committee - Appointments Sub Committee of Lancashire County Council met on Wednesday, 11th February 2026. The committee noted its constitution, membership, and terms of reference, and resolved to invite three candidates to interview for the role of Independent Co-opted Member to the Audit, Risk and Governance Committee. The interview process and questions were also approved, with minor amendments.
Constitution, Membership and Terms of Reference
The committee was presented with a report detailing its constitution, membership, and terms of reference. This sub-committee was established by the Director of Law and Governance, in consultation with the Chair and Deputy of the Audit, Risk and Governance Committee, to recruit and appoint a second independent co-opted member to the main committee. This aligns with guidance from the Chartered Institute of Public Finance and Accountancy (CIPFA). The Appointments Sub-Committee comprises the Chair, County Councillor Hannah Whalley, and two other committee members, County Councillor Rick Edwards and County Councillor Paul Stubbins, representing Reform and opposition groups respectively. The committee resolved to note its constitution, membership, and terms of reference as set out in the report.^[1]
Independent Co-opted Member Appointment - Shortlisting and Interview Process
The committee considered a private and confidential report regarding applications for the role of Independent Co-opted Member to the Audit, Risk and Governance Committee. Following this consideration, the committee resolved that three candidates would be invited to interview at the sub-committee's next meeting. Additionally, the proposed interview process and questions were approved, subject to minor amendments. The next meeting of the sub-committee was scheduled for Thursday, 19th February, at 9 am at County Hall, Preston.
