The Planning Committee of Harrow Council met on Wednesday 25 February 2026, refusing two planning applications and deferring one. The committee refused permission for a new multi-use games area at Harrow School due to concerns about noise and disturbance to neighbouring residents, and also refused a proposal for a two-storey dwelling at 3 Gerard Road, Harrow, citing concerns about its scale, design, and overdevelopment of the site. An application for a new dwelling at Silverwood, South View Road, Pinner, was deferred.
3 Gerard Road, Harrow, HA1 2ND (PL/1505/25)
The committee refused planning permission for the creation of a semi-detached two-storey dwelling with a basement level and habitable roof space at 3 Gerard Road. The refusal was based on the proposal's scale, frontward ground floor projection and design, along with the size of the rearward extensions, which were deemed to be out of character with the locality and constitute an overdevelopment of the site. This decision was contrary to policies CS1 of the Harrow Core Strategy (2012), DM1 of the Development Management Policy (2013), D3 of the London Plan (2021), and GR1 of the Draft New Local Plan (2021-2041).
Councillor Marilyn Ashton, Chair of the Planning Committee and Deputy Leader of the Council and Portfolio Holder for Planning and Regeneration, proposed the refusal, stating that the development was bigger and different and not as nice.
Councillor Christopher Baxter, Vice-Chairman of the Planning Committee, seconded the refusal. Councillor Nitin Parekh and Councillor Ghazanfar Ali also spoke in support of the refusal.
Concerns were raised during the meeting regarding the basement construction, potential subsidence, and the lack of detailed information provided by the applicant's building control engineers. Objectors, including Diana Saperia and Jon Spain, highlighted issues with the design, scale, and potential impact on neighbouring properties, particularly number 1 Gerard Road, which had previously suffered from subsidence. They also questioned the adequacy of the Basement Impact Assessment and urged the council to mandate that building control be carried out by Harrow Council directly, rather than a private sector organisation.
The applicant's agent, Sam De Silva, argued that the proposal had been carefully designed to address concerns and that the revised approach responded appropriately to members' points.
Land Adjoining Druries House, High Street, Harrow on the Hill, HA1 3HT (PL/2415/25)
Permission was refused for the construction of a new fenced multi-use games area (MUGA) at the land adjoining Druries House. The refusal was based on the grounds that the proposal, by reason of the topography of the land and its relationship with properties to the rear in Meadow View, would adversely affect the amenities of the occupiers and their enjoyment of their homes due to noise and disturbance. This decision was contrary to policies DM1 of the Harrow Development Management Policy (2013), D3 and D14 of the London Plan (2021), and GR1 of the Draft New Local Plan (2021-2041).
Councillor Ashton proposed the refusal, highlighting the impact of the topography and the proximity of the MUGA to residential properties. Councillor Baxter seconded the refusal. Councillor Parekh also supported the refusal, noting that while he favoured facilities for youth, this particular location was inappropriate.
Objectors, including Martin Lisboa, raised concerns about noise from shouting and cheering, the potential for constant use, and the accuracy of noise impact assessments. They argued that the proposed location was too close to residential properties and that the topography of the site would exacerbate noise issues.
The applicant's agent, Martin Moss, representing Harrow School, stated that MUGAs form a key part of the school's strategy to promote pupil well-being and participation in sport, particularly for boarders. He argued that the proposed MUGA had been significantly reduced in size and redesigned to minimise visual impact and that noise levels would be managed through conditions and a noise management plan.
Silverwood, South View Road, Pinner, HA5 3YA (PL/2355/25)
This application, for the demolition and redevelopment to provide a two-storey, four-bedroom dwelling, was deferred. The reasons for deferral were not explicitly stated in the minutes, but the report indicated that the application had been called in by a nominated member in the public interest. The report also noted that the site is located within the Pinner Hill Conservation Area, an Area of Special Character, and the Green Belt, and is subject to Tree Preservation Orders (TPOs).
Concerns were raised by the Conservation Officer and the Landscape Officer regarding the adequacy of the submitted information, particularly concerning landscaping details, materials, and the extent of hard surfacing proposed. The Fire Officer also noted a lack of detail in the fire safety statement.
The report indicated that the proposed dwelling would be marginally larger than the existing building, but this increase was considered proportionate and acceptable within the Green Belt and the Pinner Hill Conservation Area. The design was noted to incorporate a discreet crown roof element, which had been supported in principle by the Conservation Officer.
The committee was asked to grant planning permission subject to conditions, but the decision was deferred.
